The agenda of Prime Minister Narendra Modi's meeting with the leaders of Jammu and Kashmir today is being told as a comprehensive discussion on the current political scenario of the state, but in this meeting, it is possible to discuss the future of Jammu and Kashmir. This meeting can prove to be a milestone in the implementation of development plans in Jammu and Kashmir, starting the political process and restoring its full statehood. For this, apart from completing the delimitation process, talks are also possible on holding assembly elections at the earliest. In February 2020, the Central Government had constituted a Delimitation Commission headed by Justice Ranjana Prakash Desai, but the leaders of the Gupkar alliance were not participating in the process. Recently the National Conference changed its stand and decided to participate in the delimitation process. It is expected that after this meeting other parties will also join the process and cooperate in making it acceptable and justified. The Legislative Assembly of Jammu and Kashmir had a total of 111 seats, out of which 87 seats were for the state of Jammu and Kashmir (Jammu-37, Kashmir-46, Ladakh-4) and 24 for Ghulam Kashmir. After the new delimitation, there will be 90 seats in the Union Territory of Jammu and Kashmir after 4 seats in Ladakh are reduced and 7 seats in the Jammu region will increase. This will do justice to the Jammu region, which has been a victim of discrimination for a long time, and will balance the politics of the state, which has been Kashmir-centric till now, to some extent.
Possibility of discussion on holding Vis elections, restoration of full state status in the all-party meeting
It is noteworthy that Pandit Premnath Dogra and Praja Parishad fought a long struggle to ensure equality and justice to the Jammu region while opposing neglect and discrimination. Perhaps the Delimitation Commission will not let their struggle go in vain. Along with holding the assembly elections in the all-party meeting, the restoration of its full state status is also likely to be discussed. Recently, news of the partition of Jammu and Kashmir appeared in the media and internet media. In these reports, there was talk of dividing Jammu into a separate full-fledged state and Kashmir into one or two union territories, but these reports do not show any merit. Whenever Pakistan tries to internationalize the Kashmir problem, the Jammu region becomes a big hindrance. Similarly, the Jammu region is also the cut-off point of the referendum being launched by him. Jammu region also resists terrorism and separatism. Therefore the idea of partition of Jammu and Kashmir is no more than a khyali pulao. Following the historic decision taken by the Central Government on August 5, 2019, Jammu and Kashmir and Ladakh were made two Union Territories by the Jammu and Kashmir States Reorganization Bill on October 31, 2019. After this important constitutional change, six Kashmir-centric parties formed the People's Alliance for Gupkar Declaration in protest against the Centre's decision. This opportunistic alliance was termed the Gupkar gang in political circles.
Peace and development are the basis for the complete merger of Jammu and Kashmir with India.
Peace, development, and change can be ensured in Jammu and Kashmir only by winning the confidence of the people by ending terrorism, restoration of the democratic process, on the ground implementation of all development plans. This peace and development is the basis for the complete merger of Jammu and Kashmir with India. This will also open the way for the homecoming of displaced Hindus of Kashmir Valley. By doing this at the earliest, the focus can also be focused towards the attainment of the part of Pakistan-occupied Jammu and Kashmir i.e. Ghulam Kashmir-POJK. The proposal to nominate a Rajya Sabha member from the POJK should also be discussed in the all-party meeting. This will further strengthen India's claim on POJK.
73rd Constitutional Amendment, pending for 28 years, fully implemented in Jammu and Kashmir
The restoration work of the political process in Jammu and Kashmir had begun with the successful and peaceful conduct of the Zilla Vikas Parishad elections late last year. Last year, the central government had fully implemented the 73rd Constitutional Amendment related to Panchayati Raj in Jammu and Kashmir, which was pending for 28 years here. Earlier the Gupkar alliance wanted to boycott this election but seeing the public's mind and atmosphere, it fought this election by allying. The emergence of the BJP as the single largest party in this election dealt a severe blow to it. Its leaders are dismayed and frustrated at the lack of public support for their divisive and autocratic agenda. These leaders are grappling with their existential crisis. The split in parties like PDP continues. Terrorism and separatism are on the ventilator in the Valley.
It Will become irrelevant if Gupkar doesn't show a positive attitude in the alliance meeting
Against this background, he had no option but to attend this meeting. If they do not show a positive attitude by attending the meeting, they will become irrelevant. Anyway, after the election of the District Development Council, a new plant of leaders has been prepared. Recently, making changes in the new domicile policy, media policy, land ownership policy, language policy and industrial policy of the Union Territory of Jammu and Kashmir, its distance and isolation from the rest of India has been removed. Political parties are an important part of a democratic system. The Central Government has shown its commitment to the democratic system and processes by inviting the major political parties of Jammu and Kashmir for talks. This meeting will also send a positive and meaningful message to the international community by blunting the propaganda being done by Pakistan.
