These are names of 4 ministerial appointments parliament has hesitated to clear over academic papers, past misdeeds

Today, Parliament’s Appointments Committee could be finalizing its vetting for newly appointed ministers.

However, these four minister’s appointments are still pending approval.

1. Alice Kaboyo

This former State House employee is in deep trouble. The vetting committee has reportedly turned away her appointment as Luwero triangle minister, following queries on her past misconduct.

Ms Kaboyo was questioned on her conviction by the Anti-Corruption court about nine years ago over misuse of Gavi Funds. It takes at least 10 years for a person convicted of corruption to take up a public office again. It could be end of the road for Ms Kaboyo.

2. Persis Namuganza

Ms Namuganza was reappointed lands state minister. However, there is a lot of discussion on her academic credentials. There are reports that academic papers she uses don’t belong to her. This has prompted Parliament to write to the examination body, UNEB, to ascertain the reports. If proved Namuganza’s papers are not legitimate, she could lose her appointment and could be dragged to court over the matter. For now, Parliament is waiting for a response from UNEB.

3. Joyce Ssebugwaawo

ICT minister designate, Mrs Ssebugwawo is the immediate former mayor of Lubaga division in Kampala. She has strong ties with the Buganda monarch and influential in Mengo. President Museveni sees in her a bridge to reach out not only the opposition but Buganda which he lost in the 2021 general elections.

However, her academic papers are for now leaving her appointment hanging.

Mrs Ssebugwawo is said to have A level equivalent, a certificate in beauty and cosmetology. UNEB has taken up the matter.

4. Harriet Ntabaazi

This is the second time Ntabaazi is appointed to this docket. The first time, she was rejected over her academic papers. She went to court and was vindicated. This time round, President Museveni reappointed her but the vetting committee is not yet sure her papers are legit. They have also referred her matter to UNEB.
