Pune Municipal Corporation. (Express photo) To reduce the increasing expenditure on electricity for civic infrastructure, the PMC has decided to explore different cost saving measures pertaining to procuring electricity through open access power purchase for its various facilities.
The PMC looks after facilities such as water treatment, water supply and its pumping station, sewage treatment and its pumping station, road infrastructure, hospitals, schools, gardens, auditoriums, office buildings among others. All these facilities need electricity, and monthly bills are running into crores.
“The PMC has started using non-conventional electricity to reduce expenditure and promote renewable sources like solar and waste to energy. It now plans to explore various cost saving measures pertaining to the purchase of electricity through open access power purchase,” said Srinivas Kandul, chief engineer in the PMC.
The civic body will appoint a consultant to evaluate available options for the purchase of electricity for all its facilities by the means of use of open access power purchase. “The consultant will carry out a detailed study of the PMC’s energy requirements and find possible sources for power purchase through open access route for the civic body,” Kandul said.
He also said an analysis of existing electrical infrastructure with locations to be considered under energy saving with load calculations will be prepared by the consultant within 15 days on commencement of the project. He added that the consultant will consider all necessary cases while carrying out the study, and also the maintenance activity during business/working days for peak load calculations.
The consultant will design an effective and efficient power portfolio based on demand patterns and shall take into consideration available resources, physical infrastructure and regulatory framework governing the same after physical verification and considering future requirements.
The consultant will also conduct a detailed study of current power consumption and maximum demand curve based on the operational philosophy of each installation and forecast peak demands of the locations to be considered under energy saving. The consultant will suggest a strategic roadmap for the next three years and plan, design and implement long-term solutions through renewable resources such as solar energy.

“Based on the trend for power procurement strategy of the PMC for the past three years, the consultant will have to design a sustainable and optimal least-cost power procurement strategy. It will provide an analysis of available cheaper power under intrastate open access policy mechanism from all renewable or conventional power projects such as solar, wind, small hydro biomass and under interstate or intra-open access policy mechanism from non-renewable power projects.
