Allow Bank Transactions for NGO too : Memo to CM

Subject: Request for urgent attention to review the order No. H-1601/6/2020-HD dated 6th May, 2021 and allow the Bank Transactions for the NGOs.

Youth’s Forum for Protection of Human Rights (YFPHR) is writing to inform you few area of urgent attention with regard to restrictions made to allow only the Government Transaction in all the banks in Manipur.

It could be learned from the order No. H-1601/6/2020-HD issued by Chief Secretary & Chairman of the State Executive Committee, Government of Manipur mentioning in I (A) (xiv) which reads as “Bank Branches shall remained open from 10:00 AM to 2:30 pm only for Government Transactions and Transactions related to COVID-19 management and Government Projects/ urgent matter.”

We understand that to curb the Crisis of 2nd wave of Covid-19 it is the priority of the government and we highly appreciate the initiative to save the lives of its citizen. Like the government responsible to protect its citizen it is also the responsibility of the NGOs operational in the state of Manipur to contribute to the work of the Government, however, in the above order’s restriction made to allow only the government transaction is hampering various activities of the NGOs as cited below:

i. to conduct relief work for the daily wage earners such as women street vendors, labors, rickshaw pullers, fisher folks, Commercial Sex Workers, private passengers vehicles drivers, differently abled, pregnant mothers etc.

ii. to release advanced salary for the staffs for their family managements during the curfew.

iii. to provide economic support for the women survivors of violence against women during Covid crisis.

iv. to provide financial support for the most vulnerable section of the society who are in need of urgent medical attention and medication.

As the facts has been cited above, we sincerely urge the Hon’ble Chief Minister to kindly direct the Government to review order No. No. H-1601/6/2020-HD issued by Chief Secretary & Chairman of the State Executive Committee, Government of Manipur and insert a clause allowing the bank transactions for the NGOs of the state so as to assist the activities of the government in the best interest of the people.

We, therefore, request you good self to kindly consider the same and necessary direction be made to the government at the earliest.
