The three public sector units that will produce the Covaxin vaccine are Haffkine Biopharmaceuticals in mumbai, indian Immunologicals in hyderabad, and Bharat Immunologicals and Biologicals in Bulandshahr. Bharat Biotech's vaccine technology is being shared with the three PSUs, according to Dr Paul, with a 150-crore rupee finance allocation to ramp up manufacturing. The government also justified its choice to prolong the time interval between the first and second doses of the Covishield vaccination from six to eight weeks to 12 to 16 weeks.

The government denied claims that the decision to widen the time between two Covishield doses was made due to a vaccine shortage or under duress. “This decision was taken by the country’s scientists based on the conditions and risks and epidemiology,” Paul said. This time, he added, the gap was 60-85% successful in guarding and avoiding severe illness, as well as halting transmission. He said that this was a dynamic process in which science was changing and maybe reassessed depending on the evidence available at the moment.
