Residents of Punjab do not have to make several visits to the local municipal or panchayat bodies, in order to access useful information about their land or to track changes in its ownership pattern, all thanks to the state-run Punjab Land Records Society (PLRS) web portal. All this information and much more, is available to the people of the state of Punjab, through the state’s online website that maintains land record details.

In order to provide prompt services in public matters relating to land and revenue, the state government has set up an online portal – Punjab Land Records Society (PLRS), under the Punjab State E-Governance Society (PSEGS). Launched to manage land records, the primary objective of the PLRS is to ‘oversee and monitor the implementation of computerisation and digitisation of land records and related documents in Punjab’.

PLRS Punjab is a society established under the Registration of Societies Act, 1860, ‘to formulate strategies, polices, plans and to assist the state government and government of India, in the effort to provide efficient and prompt services in the public matters relating to land and revenue, through the use of information technology and its related fields’.

The primary objective of the PLRS Punjab is ‘to oversee and monitor the implementation of computerisation and digitisation of land records and related documents in Punjab, for the overall benefit of the citizens and to provide land record-related services through multiple common access infrastructure’.

This Punjab Land Records Society works under the overall policy framework of the Punjab State E-Governance Society (PSEGS). The head office of the society is located in Jalandhar.

The website is not only useful for landowners in the state, to get information and pay various taxes but also acts as a one-stop platform for buyers and investors to gather information about ownership.  There are a host of services that citizens can access on the PLRS, including jamabandi, mutation records, property tax records and court cases pertaining to land disputes. Citizens can also apply for correction in land records online. Additionally, the portal also has all the information about collector rates, fard verification and sale deed format.

Before we move forward, it would be important to understand what jamabandi is, though.

 

What is Jamabandi?

Jamabandi is among the many colloquial terms that are used to describe records of land rights in India. The term Jamabandi is more commonly used in northern states such as Punjab, Haryana and Rajasthan. The term is also used in states like Bihar and Himachal Pradesh. Land management agencies in these states maintain online and offline jamabandi registers, which provide information about the land, the owners and the cultivators, etc.

 

What is fard?

The title document of a property is known by various names in India, depending on the nature of the ownership. While a home buyer will have a sale deed in his possession as the proof of the title, a landowner will have jamabandi records as the proof of the ownership. All these documents are broadly known as the ‘fard’ documents.

 

How to check Jamabandi record on PLRS?

Step 1: Log on to http://plrs.org.in/ and click on the ‘Fard’ button.

Note here that the term fard stands for a copy of land records carrying details, such as the name of the owners, the shares of the owners, the names of the cultivators, the area of the land, the rent and revenue and other cess payable on the land, etc. IT is also known as jamabandi nakal (jamabandi copy).

 

 

Step 2: On the following page, click on the ‘Jamabandi’ tab and then select one option among ‘Owner Name Wise’, ‘Khewat No.Wise’, ‘Khasra No.Wise’ and ‘Khatauni No.Wise’. Enter the number or the name and the Jamabandi details would appear on the page.

Note here that the khasra number is actually a plot or survey number, given to a particular piece of land in villages. A khatauni number is given to a set of cultivators who cultivate certain portions of the land falling under various khasra numbers. Khewat and khata numbers are the same thing and provide details about the owners and their total landholding.

 

 

The copy will have every detail including pending court cases, if any.

 

How to check integrated land records on PLRS?

Step 1: Log on to http://plrs.org.in/ and click on the ‘Fard’ button. On the page that now appears select the ‘Integrated Property’ tab.

 

 

Step 2: All the details of the property would appear after you enter required fields including location, Khasra number and property registration number.

 

 

Punjab bhu-naksha

Landlords and prospective buyers can also check the bhu-naksha or cadastral map of the land using the official site. On the home page, click on the ‘Fard’ tab, which will lead you to a page, which provides you several options to check land records, including ‘cadastral map’. Click on this tab, and provide your district, tehsil and village details to proceed.

Alternatively, you could directly go to the Jamabandi site http://jamabandi.punjab.gov.in/ to view the bhu-naksha.

 

How to check court orders on PLRS website?

Step 1: Log on to http://plrs.org.in/ and click on the ‘Fard’ button.  Now select the ‘Court Case’ tab from the list under ‘Home’.

 

 

Step 2: Fill in the district name, tehsil name, village name, Khewat and Khasra numbers to get the details.

 

 

How to find mutation details on PLRS website?

Step 1: Log on to http://plrs.org.in/and click on the ‘Fard’ button. On the page that now appears select the ‘Mutation’ tab.

 

 

Step 2: Select from the options ‘Mutation Date Wise’ or ‘Mutation No.Wise’ to get details.

 

 

Step 3: The details will appear on the screen after you hit the View Report tab post filling in the details.

 

 

How to find daily land transaction details on PLRS website?

Step 1: Log on to http://plrs.org.in/ and click on the ‘Fard’ button. On the page that now appears select the ‘Roznamcha’ tab.

 

 

Step 2: You now will have to select ‘Rapat No. Wise’ or ‘Waqiati No. Wise’ to proceed. After you make that selection, select a year from the dropdown and ‘Type of Rapat’ and ‘Rapat number’. Now click on ‘View Report’.

 

 

Step 3: The following page would show you the details.

 

 

How to apply for correction in land records on PLRS portal?

Step 1: Log on to http://plrs.org.in/ and click on the ‘Fard’ button. On the page that now appears select the ‘Correction in Record’ tab from under the ‘Home’ Button.

 

 

Step 2: Fill in all the property related and personal details for your correction request and hit ‘Submit’.

 

How to check collector rates of PLRS?

Home buyers can also check the collector rates in their city using the PLRS website. For this, click on the ‘collector rate’ tab on the main website. On the following page, click on the city for which you need to find out the collector rate.

 

What is collector rate?

While land is a state subject in India, district administrations are responsible for fixing a standard rate for land and other properties across the city, below which a transaction cannot be registered in the government’s records. This value is known by names such as collector rate, circle rate and district collector rate.
