The KwaZulu-Natal government has promised to find justice for Lindani Myeni's family.
The former rugby player was shot dead by Honolulu police officers in the US following a scuffle on 19 April.
Myeni was buried in eSikhaleni, KwaZulu-Natal, on Saturday.
Transport, Community Safety and Liaison MEC Neliswa Nkonyeni, who spoke on behalf of the provincial government, said Myeni's death must not be seen as another isolated racist incident.
Nkonyeni claimed it was racially motivated.
The MEC said the unmitigated state power resting in the hands of white police officials in the US reflected "a microcosm of that country's attitude towards other countries, that it exports war and misery in return for minerals".
Myeni's wife, American citizen Lindsay Myeni, said she appreciated the support she and her family had received in South Africa.
She added her husband was a good and funny man, and promised to cherish his memories.
