Try this.

Run it with option 3 . Works for me on Siti Cable in unblocking sites. But don't expect full speed though.

I had to go with NordVPN and Singapore servers for full speeds on torrents.

First check line quality. If you have a faulty router/ISP switch you could be losing packets. This may not always show up in a speedtest, but torrents will be dead slow.

Do a simple ping google.com -t and see how frequently packets are dropped.

no drop packets...
which is economical vpn service which will allow high torrent speeds.

Try some of the points mentioned here.

You could try cloudflare warp as a VPN, it's free, not sure if they allow torrents.
Try changing your dns to cloudflare or Google.

hmm ok.. Seems to be a restriction itself then. Sorry, but I do not have much experience with VPNs.

I'd first check speeds with a known well seeded torrent like an Ubuntu image download, see if your speeds take a hit during that.
Also, if you're on wifi b/g, do the check over ethernet or at a time when you're sure there is no one else using wifi bandwidth.
Try a 30d trial etc. of a reputed VPN (not the shady free ones). see if speeds improve when using the VPN.
