Kerala records 41,953 new cases, 58 deaths

In the highest single-day spike, Kerala on Wednesday reported 41,953 new COVID-19 cases, while 23,106 people were cured of the infection, pushing the caseload to 17,43,932 and recoveries to 13.62 lakh, the state government said.

Chief Minister Pinarayi Vijayan said in view of the rise in the cases, more stringent measures will have to be taken to curb the surge in the state where severe lockdown-like restrictions were already in force. The toll mounted to 5,565 with 58 more deaths.

Active cases now stood at 3,75,658, while the test positivity rate (TPR) was 25.69.

Oxygen Express trains so far delivered 2,067 tonnes of medical oxygen across India

 
The Railways' Oxygen Express trains have delivered around 2,067 tonnes of medical oxygen across the country over the last 16 days with Delhi getting the highest 707 tonnes, followed by Uttar Pradesh with 641 tonnes.  Currently, trains carrying 344 tonnes of liquid medical oxygen are on the run.
 
"The Railways have delivered liquid medical oxygen to various states across the country. So far, Indian Railways has delivered around 2,067 Tonnes of liquid medical oxygen in 137 tankers to various states across the country," a statement from the ministry said. It also said that so far, 34 Oxygen Express trains have completed their journey.

PIL in HC claims lack of crematoriums in Delhi to deal with rising COVID fatalities

Another PIL in the Delhi High Court on Wednesday claimed that there is a lack of adequate cremation or burial sites in the national capital to deal with the daily rise in fatalities due to COVID-19, reports PTI

A bench of Chief Justice D N Patel and Justice Jasmeet Singh issued notice to the Delhi government and sought its response to the plea which seeks allocation of additional permanent or temporary places for cremation of dead bodies.

The court listed the matter for hearing on May 17 along with a similar plea which was taken up on Tuesday (May 4), by the bench.

The fresh plea by Delhi resident Jaswinder Singh Jolly also seeks a direction to the government to frame guidelines for the cremation of those deceased who loved ones cannot perform the last rites due to COVID-19.

In his plea, filed through advocates Naginder Benipal and Harithi Kambiri, the petitioner has claimed that family members of the deceased "are being made to run from one cremation facility to another due to lack of space as well as wood".

Cap of Rs 10k on financial assistance to workers, dependents for COVID treatment not justified: HC

 The Delhi High Court on Wednesday told the Delhi government that it may not be justified to put a cap at Rs 10,000 on financial assistance provided to a construction worker and his dependents towards treatment of COVID-19 as it may not be sufficient if more than one person in the family was infected.   A bench of Justices Vipin Sanghi and Rekha Palli said that COVID-19 was a highly contagious disease and if one person in a family gets infected, others may too and each of them would require a course of medication. The court asked advocate Urvi Mohan, appearing for the Delhi government'sBuilding and Other Construction Workers Welfare Board, to take instructions with regardto the concerns raised by it on the quantumof financial assistance.
 
The directioncame after Mohan told the court that the Board has issued an order to provide financial assistance of Rs 5,000 to every COVID positiveworker registered withit and to any of his dependents who are also infected, for treatment, subject to a maximumof Rs 10,000.

Delhi hospital study finds 16 % vaccinated individuals tested positive for COVID-19

 
 A small-scale study on 113 healthcare workers who had received at least one vaccine dose at a private hospital in Delhi found that 18 tested positive for Covid but all except one had mild symptoms  The study, published in the peer-reviewed journalDiabetes and Metabolic Syndrome: Clinical Research and Reviewson 3 May, was conducted on employees of the Fortis Centre of Excellence for Diabetes, Metabolic Diseases and Endocrinology in Delhi. The participants in the study by researchers at Fortis, National Diabetes, Obesity and Cholesterol Foundation, and Diabetes Foundation (India), New Delhi, included doctors, nutritionists, nurses, paramedical workers, and maintenance staff.  
 
Of the 113 in the study, 107 had received the second dose of the vaccine. Taken in percentage form, the study found that breakthrough infections —Covid infection in vaccinated individuals — occurred in 15.9 percent (18 persons) of the vaccinated individuals and 95 percent had mild symptoms. Of these, 17 incurred the infection after the second dose and one person. Except one person who required hospitalisation, all others had mild COVID-19 disease, the researchers said.

India accounted for 46% of cases, 25% deaths last week, says WHO

India accounted for nearly half of the coronavirus cases reported across the world last week, the World Health Organisation said on Wednesday, reports Reuters.  The WHO said in its weekly epidemiological report that India accounted for 46 percent of global cases and 25 percent of global deaths reported in the past week.

Worldwide, 5.7 million new cases were reported last week and more than 93,000 deaths, the WHO said in its weekly epidemiological report.

According to a report  by The Hindu,  a total of 3,103,632 new COVID-19 cases have been reported worldwide in the last five days.Of these 1,512,057 (49 percent) are from India while the US has recorded 333,659 new cases.

UK variant declining in proportion in last 1.5 months, says NCDC director

According to reports, during the press briefing on the COVID-19 situation, the NCDC director Dr Sujeet Singh said the B1.1.7lineage of SARV-CoV-2  (UK variant) has been declining in proportion across the country in the last month and a half. The B1.617 lineage has been seen in Maharashtra, he said adding that the current surge in some states in the last one-and-a-half months shows a correlation with the rise in the B1.617 lineage.

Mamata Banerjee announces fresh curbs in Bengal

 
West Bengal Chief Minister Mamata  Banerjee on Wednesday took stock of the COVID-19 situation in the state, shortly after her swearing-in ceremony, and
announced fresh curbs to combat the spread of COVID-19, including suspension of local train services. Banerjee, following a high-level meeting with top officials, said that metro rail and state transport services will be curtailed by 50 percent from Thursday, as part of the newly imposed set of restrictions. Banks will be operational from 10 am to 2 pm, and government offices have been told to make do with 50 percent workforce, Banerjee said at the press meet. The state administration has also requested private firms to encourage work from home, the CM said.

Spending by Co's on health infra for COVID care will be considered as CSR work: Govt

The government on Wednesday said that spending by companies for setting up health infrastructure for COVID care will be considered as CSR activities. The corporate affairs ministry's latest clarification comes weeks after clarifying that spending for setting up makeshift hospitals and temporary COVID-19 care facilities will be considered as a Corporate Social Responsibility (CSR) activity under the companies law. Certain class of profitable companies are required to shell out at least 2 per cent of their three-year annual average net profit towards CSR works in a particular year.
 
"... spending of CSR funds for creating health infrastructure for COVID care, establishment of medical oxygen generation and storage plants, manufacturing and supply of oxygen concentrators, ventilators, cylinders and other medical equipment for countering COVID-19 or similar such activities" are eligible CSR activities, as per the ministry.

 A phase three (third wave) is inevitable, given the higher levels of circulating virus but it is not clear on what time scale this phase three will occur, said K Vijay Raghavan, Principal Scientific Advisor to Centre. "We should prepare for new waves," he said.

The Karnataka High Court directed the state government to submit a projected estimate of oxygen for next one week and further directed that this representation should be considered within four days Till then, the Centre should increase the cap of oxygen allocation to Karnatka to 1121 MT per day, it said.

Directions have been given to the Centre to place a plan before the SC by 10.30 am tomorrow with regard to oxygen supply of 700 MT as per the SC order.

When the Centre claimed that Delhi can manage with 500 tonnes of oxygen, the apex court disagreed saying its orders were for 700 metric tonnes and that 550 metric tonnes it was getting now will not resolve the city's problem.

Justice DY Chandrachud told the Central government officials that the Supreme Court understands that contempt won't bring oxygen for Delhi and that most officers are working beyond the call of duty.

The top court is hearing Centre's plea against Delhi High Court's order mulling contempt action against its officials over failure to supply 700 MT of oxygen to National Capital.

On Tuesday, the Delhi High Court had directed the presence of Central government officers, Sumita Dawra and Piyush Goyal, who are handling oxygen allocation to states to explain failure to meet the assurance with regard to oxygen supply of 700 MT per day to the National Capital.

The Centre Wednesday moved the apex court against Delhi High Court order asking state and Centre officials to remain present to see if contempt proceedings be initiated or not since oxygen supply for National Capital was not met.

Matter will be placed before Justice DY Chandrachud.

The Delhi High Court on Monday pulled up the Centre for its failure to meet the assurance with regard to supply of liquid medical oxygen to the National Capital in line with the directions passed by the top court.

Three patients were elderly and two were young. One of the five deceased was in ICU and others were in the oxygen ward, said a hospital official.

On-tap liquidity of Rs 50,000 crore at repo rate is being opened till 31 March, 2022. Under the scheme, banks can support entities including vaccine manufacturers, medical facilities, hospitals and also patients, said the RBI governor.

The daily cases reported in the past 24 hours saw an increase by 25,086 or 6.6 percent from Tuesday. India had reported 3,57,229 cases on 4 May.

The total number of vaccine doses administered in the country has crossed 16 crore with nearly 11.5 lakh doses administered till 8 pm on Tuesday, the health ministry said.

West Bengal on Tuesday reported its highest single-day deaths of 107 COVID patients taking the toll to 11,744, the health department said in a bulletin. The tally also went up to 8,98,533 after the state recorded its highest daily spike of 17,639 cases.

In the past 24 hours, 16,547 patients were cured of the novel , taking the total number of recoveries to 1,06,58,094. The number of active cases has risen to 1,20,946, the bulletin added.

Out of the 107 deaths, 53 were due to comorbidities where was incidental. North 24 Parganas district and Kolkata reported 33 and 31 fresh fatalities respectively. The remaining deaths were registered in several other districts.

The 17,639 fresh positive cases included 3,954 from North 24 Parganas district and 3,914 from Kolkata, the bulletin said.

Since Monday, 57,748 samples were tested in West Bengal for the virus, taking the total number of such tests to 1,06,58,094.

The total number of people inoculated in West Bengal on Tuesday was 1,34,819. The inoculation process for people belonging to the 18-44 years age bracket started at two private hospitals in Kolkata on Tuesday.

Meanwhile, the state health department dismissed rumours regarding the shortage of Remdesisir and said that companies "should allocate the drug to clinical establishments
on the basis of CCU bed strength and the rate of occupancy there".

Companies would not be able to sell them to individuals against any doctor's prescription, the department said issuing a similar advisory for the usage of Tocilizumab drug.
