Do away with RT-PCR test for inter-state travel for healthy individuals: ICMR

The need for RT-PCR test in healthy individuals undertaking inter-state domestic travel may be completely removed to reduce the load on laboratories, recommended an ICMR advisory for COVID-19 testing during the second wave of the pandemic. The advisory stated that RT-PCR test must not be repeated in any individual who has tested positive once either by RAT or RT-PCR and that testing is not required for COVID-19 recovered individuals at the time of hospital discharge in accordance with the discharge policy of the Ministry of Health.

Karnataka reports 44,631 fresh infections, 292 deaths

Karnataka on Tuesday reported 44,631 new COVID-19 cases and 292 deaths, taking the caseload and fatalities to 16,90,934 and 16,538 respectively, the health department said. According to the health bulletin, the state has 4,64,363 active cases whereas 12,10,013 people have been discharged so far including 24,714 people on Tuesday. 

Bengaluru urban district, which is the main contributor of daily spike in cases, now has 3,01,712 active cases. The city reported 20,870 infections and 132 deaths on Tuesday. Cumulatively, Bengaluru has 8,40,274 cases and 6,845 deaths.

6,000 vials of Remdesivir arrive in Indore

At least 6,000 vials of Remdesivir injections arrived here on Tuesday, of which a major portion was sent to divisional headquarters of Madhya Pradesh for further distribution amid the second wave of the COVID-19 pandemic, a senior official said. Of the batch of 6,000 vials, 1,056 were reserved for Indore and 1,104 have been dispatched to Bhopal, the official said. At least 960 vials will be sent to Jabalpur, 576 to Sagar and 768 each to Gwalior, Ujjain and Rewa divisions of the state, he said.

Maharashtra sets up special cell for children orphaned by COVID-19

The Maharashtra government announced a special cell to protect children orphaned due to the COVID-19 pandemic or any other reason, an official said on Tuesday.   A statement from the state Women and Child Development department said there were reports of anti-social elements trying to take advantage of children whose parents had died from the coronavirus infection.It said there were reports of such children being illegally adopted for trafficking purposes and asked people to call on special helpline 1098 or the State Adoption Resource Agency to alert authorities in case they came across such incidents.

RTPCR test not to be repeated on individuals who tested positive once, says ICMR in fresh advisory

 
Indian Council of Medical Research (ICMR) has issued an advisory for COVID-19 testing during the second wave of the pandemic, saying that laboratories are facing challenges in meeting the expected testing target due to the extraordinary caseload and staff contracting the infection. According to the advisory,  RTPCR test must not be repeated in any individual who has tested positive once either by RAT or RTPCR. According to the Union health ministry's discharge policy, no testing is required for COID recovered individuals at the time of discharge, the document states. "The need of RTPCR test in healthy individuals undertaking inter-state domestic travel may be completely removed to reduce load on laboratories," the guidelines state.

Strict lockdown needed in areas with positivity rate over 10% says AIIMS director

A strict lockdown should be imposed in areas where the COVID-19 case positivity rate is over 10 percent or the bed occupancy is above 60 percent, AIIMS Director Dr Randeep Guleria said on Tuesday, while stressing that clamping such restrictions all over the country cannot be a solution, keeping in mind people's livelihood.  He rejected the strategy of imposing night curfews and weekend lockdowns by some states to reduce the number of coronavirus cases, saying "these would not have much of an impact on the transmission cycle".
 
"There is a need to impose strict regional lockdowns in areas where the COVID-19 case positivity rate is over 10 percent or the bed occupancy is above 60 per cent to break the chain of transmission. The COVID-19task force has also been advising for the same. "It is there in the guidelines of the home ministry, but it is not being strictly implemented," Guleria told PTI. He said there should be a gradual, graded unlocking in such areas once the positivity rate reduces

Fifteen Maharashtra districts showing decline in cases, says Rajesh Tope

Maharashtra Health Minister Rajesh Tope on Tuesday said 15 districts, including Mumbai and Thane, are showing a decline in daily COVID-19 cases, but other districts are still exhibiting an upward trend in the state.   He said the government is targeting to reduce the number of coronavirus infections in the districts with high caseload.   "COVID-19 cases are still on the rise in around 20 districts, including Sangli, Satara, Buldhana and  Kolhapur, and our target is to reduce them," Tope told reporters.   The district administrations in areas where cases are rising have been asked to increase  bed capacity in hospitals, the minister said.

 He said COVID-19 cases are declining daily in 15 districts - Mumbai, Dhule, Nanded,  Bhandara, Thane, Nashik, Latur, Nandurbar, Nagpur, Aurangabad, Amravati, Raigad, Osmabanad, Chandrapur and Gondia.

MBBS students on COVID duty in Himachal to receive Rs 3,000 per month

 
 Himachal Pradesh Chief Minister Jai Ram Thakur on Tuesday announced that doctors and para-medical staff working at COVID hospitals would receive financial incentive till June this year, reports news agency PTI. The fourth and fifth year MBBS students, contractual doctors and junior/senior residents would be provided an incentive of Rs 3,000 per month while nursing students, General Nursing and Midwifery (GNM) third year students and contractual lab staff would be provided an incentive of Rs 1,500 per month, he said.
 
This comes a day after a PMO statement said the services of final year MBBS students can also be utilised for providing services like teleconsultation and monitoring of mild COVID cases after due orientation under the faculty's supervision. The statement had also said that B.Sc. or GNM qualified nurses may be utilised in full-time COVID nursing duties under the supervision of senior doctors and nurses.

The Jharkhand HC said that it had asked the authorities way back in 2017 to make all 500 beds in Ranchi's Sadar Hospital operational but the govt failed to comply with the order on 'one excuse or another'

The Delhi High Court directed the Centre to show cause asking why contempt action should not be taken against it for not complying with its order on 1 May as well as Supreme Court order on supply of required liquid medical oxygen to Delhi government.

 According to a bulletin shared AAP MLA Raghav Chadha, 41 hospitals, with 7,142 people on oxygen support, sent SOS calls to the Delhi government on 3 May. According to the bulletin, the National Capital was supplie just 44 percent of its oxygen demand on 3 May while the supply against demand figure for the last seven days was 40 percent.

 The Kerala High Court directed the state government to inform it of the measures taken to rationalise charges of room rents, doctors and nurses charges, PPE kits and machinery like oxygen concentrators and ventilators, reports LiveLaw.

The Kerala HC noted that reason behind crowding is because citizens feel there aren't enough vaccines. If uncontrolled crowding is allowed, the situation will boomerang and the inoculation drive will be a super spreader, noted the court.

While the families of the patients have alleged they died because of a shortage of medical oxygen at the facility in Chamarajnagar, the state government claimed that only three of the deaths occurred due to lack of oxygen.

Appearing for Muni Mayaram Jain Hospital in Delhi, advocate Sanju Mishra told Delhi High Court that of total 30 beds, 25 of them have patients. 'As we are a small hospital even one person dying is a big deal,' he told the HC.

The BCCI vice-president made the announcement Tuesday after Sunrisers Hyderabad's Wriddhiman Saha and Amit Mishra tested positive for the novel .

It doesn't mean that lockdown in Delhi will continue for two months. It is just being done to help the poor going through financial issues, said the Delhi chief minister.

The Congress leader on Tuesday took a potshot at Narendra Modi-led government over handling of second wave of in India and subsequent shortage of medical oxygen supply in several hospitals across the country.

India registered 3,57,229 new infections in the past 24 hours, taking the overall count over 2 crore, said the Union health ministry on Tuesday.

With the death of 3,449 patients in the past 24 hours, the toll in the country increased to 2,22,408 on Tuesday. This takes the national fatality rate to 1.1 percent.

According to the BMC's updated data, with the addition of 2,662 infections, the caseload in the metropolis rose to 6,58,866, while the toll jumped to 13,408.

In the last 24 hours, only 23,542 tests were conducted in Mumbai, taking the number of samples examined so far to 55,13,783, the data showed.

West Bengal's overall count went up to 8,80,894 on Monday after 17,501 more people tested positive for the novel , while Kolkata reported its highest
one-day spike of 3,990 cases, the health department said in a bulletin.

It said that 98 fresh fatalities took the toll in the state to 11,637.

In the past 24 hours, 15,937 recoveries have been registered in Bengal, taking the total number of cured patients to 7,49,296. The number of active cases now is 1,19,961, the bulletin said.

Of the new deaths, 23 were reported from North 24 Parganas district and 21 from Kolkata. The remaining casualties were registered in several other districts of the
state.

Out of the 98 deaths, 36 were due to comorbidities where was incidental.

The fresh positive cases included 3,965 from North 24 Parganas and 962 from South 24 Parganas district, besides 3,990 from the city.

Since Sunday, at least 55,287 samples were tested for , taking the total number of such tests to 1,06,00,346, the bulletin said. Meanwhile, 1,74,559 people were inoculated and two minor AEFI (adverse event following immunisation) cases were
reported on Monday, an official of the health department said.
