INSACOG reports to the National Centre for Disease Control in New Delhi. The director of NCDC, Sujeet Kumar Singh recently told a private online gathering that strict lockdown measures had been needed in early April. But he did not mention whether he conveyed the report submitted by INSACOG was conveyed the top officials or not.
