The greatest Russian composers from the imperial era were Tchaikovsky and Balakirev
From the Soviet era it was Shostakovich. He worked under Stalin and secretly used his music to subvert the oppressive regime while under the threat of death.
None of this is military music, but I also like Russian classical music so I thought to share.
I still think The President's Own US Marine Band is the best of US military music. The US Army Chorus and the US Air Force Band of the Pacific in Hawaii are also really good.

He was the GOAT of American military music. The problem was he came too early so none of his music was associated with WW1 or WW2 for example.
