U.S. plans to give $310 million in humanitarian aid to Central American countries

The State Department announced plans to give $310 million in humanitarian aid to cover the “immediate needs” of migrants across Central America, as part of a plan to combat the root causes of rising migration from the region.

Why it matters: Those funds will partly go through the very Central American governments that the U.S. has punished for having corrupt officials.

Between the lines: Mismanagement of resources and embezzlement of public funds have long created deep problems in these Central American countries.

  • Both Guatemala and Honduras had independent anti-corruption commissions, backed partly with U.S. funding. They were dismantled by their governments in 2019 and 2020, respectively.

    A group of white Midwestern farmers sued the federal government Thursday, alleging discrimination because they are not eligible for a COVID-19 loan forgiveness program aimed at helping disadvantaged farmers, AP reports. Subscribe for free.The big picture: The white farmers — who hail from a variety of states including Wisconsin, Minnesota, South Dakota and Ohio — claim that their ineligibility for the disadvantaged farmers fund is a violation of their constitutional rights, per AP. The suit wants to stop the Department of Agriculture from using race to guide eligibility for "loan modifications and payments," as well as "unspecified damages," AP reports. What they're saying: "Because plaintiffs are ineligible to even apply for the program solely due to their race, they have been denied the equal protection of the law and therefore suffered harm," the lawsuit reads, according to AP.But, but, but: Inequality among farmers is deeply imbedded, both in the past and present. Under the Trump administration, o.1% of the COVID-19 relief aid for American farmers went to Black farmers.The Department of Agriculture said in a statement that it was reviewing the lawsuit, but it plans to continue to offer lean forgiveness to "socially disadvantaged" farmers, per AP.     Indonesian authorities have seized 2.5 tonnes of crystal methamphetamine after a series of raids linked to an international smuggling ring spanning Afghanistan and Southeast Asia, police said. The huge drug haul, estimated to be worth $82 million, was found after raids in three locations, including in the capital Jakarta and in Aceh, on the island of Sumatra, National Police Chief Listyo Sigit Prabowo said on Wednesday. "We revealed that approximately 2.5 tonnes of methamphetamine drugs... entered Indonesia," he told a news conference, where the drugs were displayed in plastic bags.

  • Cuomo Aides Hid COVID Nursing-Home Deaths for Months: Report

    The push by New York governor Andrew Cuomo’s office to obscure the coronavirus death toll in state nursing homes was more widespread than initially thought, the New York Times reported on Wednesday. Senior aides attempted to prevent the New York State Health Department from releasing the true number of coronavirus victims in nursing homes over at least five months beginning in the spring of 2020, according to interviews and documents reviewed by the Times. The apparent attempt to obscure the death toll came after Cuomo’s March 25, 2020, executive order mandating that nursing homes admit patients who tested positive for coronavirus. According to an analysis by the Empire Center, an Albany-based think tank, that order may have caused between several hundred to over one thousand additional deaths. A draft report by the Health Department on coronavirus deaths in nursing homes identified 9,739 victims through the end of May. The draft noted that “approximately 35 percent” of all deaths in the state were among nursing home residents, according to the Times. However, that draft was not released. The report released to the public claimed that just 21 percent of all coronavirus deaths in New York occurred among nursing home residents. The state only admitted publicly that 6,500 nursing home residents had died of coronavirus as late as August. During an August legislative hearing on nursing home deaths, New York health commissioner Howard Zucker testified that the state was still attempting to gather accurate data on those deaths. “When the data comes in,” Zucker said, “then I will be happy to provide that data to you.” After that hearing, Cuomo adviser Melissa DeRosa asked then-adviser Gareth Rhodes to conduct an audit of the Health Department’s internal numbers, people familiar with the matter told the Times. Rhodes and state health officials completed their initial audit by the end of August, again finding that over 9,000 people died of coronavirus in state nursing homes by the end of May. However, even after the Health Department sent the audit to the governor’s office in early September, the audit was never approved for release. Cuomo reportedly asked for another audit of the numbers on October 12, one day before the publication of his book on fighting the pandemic. The book received an advance of over $4 million. The new audit was completed by the end of October. Zucker wrote a draft letter to the State Assembly speaker, set for release in November, informing that at least 9,835 nursing home residents died of coronavirus by October 30. However, the letter was never sent. Attorney General Letitia James alleged in a January 2021 report that the state had undercounted nursing home deaths by as much as 50 percent. Immediately following the report, Zucker released data on over 3,000 additional coronavirus deaths among nursing home residents, and published data on more deaths in the following days. A lawsuit by the Empire Center forced the state to reveal all of its data on coronavirus deaths in nursing homes on February 10.

He'll also draw on some of the corporate tax increases he announced last month to pay for a portion of the $1.8 trillion plan, as the individual tax increases won't cover the entire proposal.Biden will pledge not to raise taxes on households making less than $400,000.Biden doesn't plan to increase the rate, or lower the exemptions, on estate taxes, like he vowed to do during the campaign, according to Bloomberg News.To claim the plans are offset, the White House will count increased revenue over a 15-year window to pay for the $4 trillion in spending, most of which they will do in eight years, the people tell Axios.The big picture: Biden will use his first address to Congress to take stock of his first 100 days in office.
