HC admits promotion plea filed by senior police inspectors

The High Court of Bombay at Goa has admitted the petitions filed by senior police inspectors in connection with the issue of promotions of police inspectors to the post of deputy superintendent of police. The court has issued notices to the respondents (the Chief Secretary and the DGP, Goa) to file reply in this connection.

“We further make it clear that the appointments in terms of the rules which have been impugned in these petitions, shall be subject to the final orders that may be made in these petitions”, the Court said.

The senior police inspectors had filed the petitions before the Court as the government had reportedly failed to pay heed to their demands over the issue of PI to DySP promotions. One of the main demands of the police inspectors is to fill the vacant posts of DySP’s by promoting the police inspectors and to discontinue the direct recruitment of DySP’s.

Police officials said that even the procedure adopted by the government over the years in promoting PI’s to DySP’s through Departmental Promotion Committee (DPC) is contempt of the Supreme Court’s order wherein such promotions should have been decided by the Police Establishment Board (PEB).

According to the information, out of the 40 posts of DySP, 26 are vacant and are to be filled through direct recruitment. Police officers have demanded that all the vacancies of DySP up to date should be filled by way of promotions. According to the information in 1998, 6 DySP were recruited through the direct recruitment. It is over 22 years wherein there has been no direct recruitment which has resulted in accumulation of the posts to be filled by direct recruitment said a police officer.
