NEW DELHI: The National Green Tribunal has directed a committee of the Central Pollution Control Board and the Haryana state pollution control board to submit a compliance report on the handling of solid waste at Dabwali in Haryana's Sirsa district.
A bench headed by NGT chairperson Justice AK Goel directed the panel to submit the report by e-mail before August 6.
"It is seen that the Solid Waste Management Rules,A bench headed by NGT chairperson Justice AK Goel directed the panel to submit the report by e-mail before August 6. 2016 continue to be violated. There is non-compliance in terms of waste processing and bio-mining. There appears to be a mismatch of wet and dry waste and the methods adopted.
"There is no mention of time schedule for completing bio-mining. As per rules, a common facility needs not to be set up. There has to be a waste processing and materials recovery facility. There is no affirmative timeline to complete such facility," the bench said.
The directions came when the green panel was hearing a plea moved by Haryana resident Vinod Kumar Bansal seeking remedial action against unscientific handling of solid waste in Sirsa district.
The NGT had earlier directed all the states and Union Territories (UTs) to set up an Environment Monitoring Cell to ensure compliance with the rules related to the management of solid waste.
It had directed states and UTs to constitute the cells to ensure compliance with Solid Waste Management Rules, 2016 and warned that the local municipal bodies would be asked to pay fines if the rules are not followed.
