This went down in Crown Point, Indiana … where a group of mostly college students had just finished marching, and took a back alley bike path to get back to their cars. i understand why it goes that far, you make it so it's like "no punching another person" and people would slap with an open fist to get around it. so you just cut it off at the origination and make it "no touching anybody else" unless they asked for it.. but yea, sucky if people were aware that's the law. by and large i think most people don't think it extends that far, plus at those minor levels not worth the time/ effort/ cost to pursue
