Be willing to drive a couple states away?
I'm wanting to get a new dog but want a certain breed that isn't that popular.

Rare and high end dogs are about networking and socializing. That's originally how dog shows started - a chance for the ELITES to get together and MOGG. If you are serious about the breed, the best way to get into it is to join a breed specific club and plug into the social pipeline.
There are still a ton of oldcels who have zero online presence and operate by word of mouth only. The best dogs will never hit a "available puppies" listing or wherever you guys get your dogs. I always tell people you should never buy a puppy that's available right now. The only way to get a TOP TIER MOGGER puppy is to join the social scene, make friends (different type of JESTERMAXXING), and be patient.
If someone really likes you and what you're about, they will offer you the chance to buy one of the best pups as an initiation into the group of DOGMOGGERS. It took me about a year srs.
