Eway bill for Non Movement of Goods

Do we need to prepare eway bill if there is no movement of goods. For example if goods are lying in warehouse at the time of sale and later on the buyer picks them up via "bill from ship from" eway bill for trading the goods directly from our warehouse, who needs to prepare the eway bill.
