Facts of case:
-Guy is on drugs and reported to have committed a crime
-Guy happens to be black
-Guy gets stoped by police and then resists arrest
-Police subdue suspect by following governmental PD protocol (may be excessive that's up for debate)
-Guy dies and suddenly it becomes a race issue rather than police brutality issue
