Ideally i want a camera that:
1 - records when it detects motion so i'm not stuck with huge video files.
2 - uploads it to some kind of cloud that i don't have to pay monthly subscription for, that's safe and not being looked through third party people in china.
3 - A camera that still has some battery to run on in case of a temporary power outtage.
4 - Preferably under $100.
I have a roommate that is known for stealing chit. So i need a camera to have evidence in case my stuff goes missing.
That said, he can easily turn off the power and then walk in to steal stuff. So i need a camera that is still functional for 12 hours or so after power has been cut.
Looked into Wyze, Ring etc. Someone educate me for reps.

You could get a gopro and hook it up to a power bank. You will have to wait to review footage though.
You could use a cellphone. Connect it to the wifi. Video call yourself. Screenshot it when the theft happens.

I have Wyze cameras but they fall short of your list because there's a $14 a year per camera subscription for the bonus features. If you went that route get an outdoor one because they have better IR than the indoor one for when it's completely dark.
Edit: Just saw you already looked into Wyze.

I got the real ones from Wyze themselves, which lowes also sells here. The outdoor one with the hub was like 40 or 50, and the indoor one (Not as good imo) was like $29 or $39. Been working great for the four months I've had them. Batteries last a LONG time, and you just recharge them like a cell phone when they lose power.
