Steam games: How to sell/trade them off?

I have a few games on steam that I have no use of. Can I resell them to someone? What would be the best way to dispose them off?

Are those games in your steam library or steam inventory?

If they are in library, then they can't be resold. You'll have to sell your whole account. Possible but against steam ToS.

If they are in inventory (like gift packages), then you can trade them for cash with some discount.

I too have some Ubisoft games that I don't play anymore (WD Legions, AC Odyssey, etc.) Is it possible to sell the account? Not into gaming anymore.
