Derry man arrested for DUI again after problem at Salem WalMart

Apr. 5—SALEM, N.H. — Police say a man who caused a disturbance outside of Walmart on Friday afternoon was under the influence of drugs and had suspected heroin with him.

A police log explains that Salem dispatch was called at 1:43 p.m. about a truck blocking a travel lane in the WalMart parking lot. According to the caller, the driver was waiting for a spot to open in a location where no spot existed.

Police were told the man appeared "out of it."

Responding officers identified the driver as Joshua Gragg, 34, of Derry. Records show his driver's license was suspended at the time for a DWI conviction last year.

While speaking with Gragg, police said he lost consciousness and was taken by ambulance to Parkland Medical Center.

Gragg was formally arrested at the hospital, police said, for DWI (second), driving after suspension based on DUI conviction, and possession of a controlled drug.

According to police Monday, he was released on personal recognizance bail and will be scheduled for an arraignment in Rockingham Superior Court. The incident remains under investigation.

Boris Johnson’s roadmap originally proposed that foreign travel could re-start from May 17 “at the earliest” but since then much of Europe has plunged into a third wave of the pandemic accompanied by a surge in Covid variants and low vaccination rates. “Given the state of the pandemic abroad, and the progress of vaccination programmes in other countries, we are not yet in a position to confirm that non-essential international travel can resume from that point,” said the document. “Taking into account the latest situation with variants and the evidence about the efficacy of vaccines against them, we will confirm in advance whether non-essential international travel can resume on 17 May, or whether we will need to wait longer before lifting the outbound travel restriction.” The document confirms when the ban on non-essential travel is lifted, it will be replaced by a traffic light system based on risk. Quarantine for returning Britons will only be dropped for countries on the green list although they will still have to pay for pre-departure and post-arrival tests. Risk will be based on vaccinations, infection rates, the prevalence of variants of concern, and a country’s genomic sequencing capacity - or access to genomic sequencing. The document said it was too early to say which countries would be on the green list although ministers expect a limited number at the start. “For the moment, the Government advises people not to book summer holidays abroad until the picture is clearer,” it added. The global travel taskforce, chaired by Grant Shapps, the Transport Secretary, will publish details of the traffic light system later this week. But it is anticipated those travelling from green list countries will be required to pay for a PCR test pre-departure, then probably a cheaper lateral flow test on or after arrival in the UK. Travellers from amber list countries where there is a medium risk including from variants will be required to have a pre-departure test, then quarantine on arrival for up to ten days. They will have to take a PCR test on days two and eight with the option of a test on the fifth to be released, if negative, from quarantine. Hotel quarantine of up to 11 days will continue for any arrivals from red list countries at a cost of £1,750 per person, with tests on days two and eight. The review update indicates that vaccination certificates could allow fully inoculated travellers to sidestep some of the tests and quarantine. “The vaccination programme could offer a more stable route out of the need for such restrictions - provided we see sufficient efficacy against any variants of concern - which means the role of COVID-status certification is crucial to this work,” said the document. “The current intention is that, when non-essential international travel does resume, the NHS solution will facilitate international travel where certification is required, and we will look to establish arrangements with other countries and international organisations to establish mutual recognition of certificates.”
