Why does two consenting adults, preferably who spoke to lawyers beforehand, need government recognition? I think there needs to be two ways to get married, one for the tax benefits, the other where your marriage is recognized but there is no government involvement

They don't have to be.
Just call yourself and your girlfriend "married" and never get married.
You can do a ceremony and everything.
It's that simple.
