Brandon Parusnath thought he had scored the only goal of the game, with Arrows' first shot of the match in the 71st minute.
But Dube Birds captain Vuyo Mere popped up in the fourth minute of stoppage time at the end of the game to secure a point for his side.
The result saw the visitors remain three points behind PSL league leaders Mamelodi Sundowns - although from three extra games, with Swallows down in sixth place, some four points worse off.
The hosts had been on the attack from the off with a number of searching balls looking for runs in behind the Arrows defence.
They maintained their direct approach to win a set-piece on 10 minutes, from which Velemseni Ndwandwe was forced into a brave block to deny Kagiso Malinga.
Ntsako Makhubela then really should have opened the scoring, against the run of play, when fed by Pule Mmodi with a pass into the box, in the 14th minute, but he completely missed the ball as he swung his boot.
