Wasn't that Hiroshima in real life? Nuking an entire city to wipe out a garrison but otherwise killing 10x or 100x more civilians? Or the carpet bombing campaigns against Germany and Japan during most of WW2.
Funny how the west had no rules of engagement before 1946. But now you can't shoot at Afghans until they're fired at you and then you can only respond with "warning shots" until they graze you or some dumb ****.

Hiroshima was nuked to bring Japan to its knees. Didn't matter how many people were in a garrison there.
The US (and many who have studied it) called it a net "win" for total loss of life if a ground war in Japan would have happened. I don't know about that, I don't have enough knowledge on the subject to have an opinion.Stern Crew

Realistically you would make it well-known to the inhabitants of the city that they are harboring men that you want to kill, are justified in killing, who need to be killed, and that they can help solve the problem for you before you give them an even bigger one. If they fail to organize and remove the rebels themselves, you would be left to assume that they do not want to, and that they are on the side of your enemies.
