UK's Raab visits Gibraltar to discuss post-Brexit treaty

LONDON, March 29 (Reuters) - Britain's foreign minister Dominic Raab travels to Gibraltar on Monday to hold talks with the leader of the British territory about securing a post-Brexit treaty with the European Union over the future of the enclave on Spain's southern tip. "As a valued member of the UK family, we stand side by side with Gibraltar as we enter into the forthcoming negotiations with the EU on Gibraltar’s future relationship," Raab said in a statement ahead of the talks with Gibraltar Chief Minister Fabian Picardo.

"We are committed to delivering a treaty which safeguards UK’s sovereignty of Gibraltar and supports the prosperity of both Gibraltar and the surrounding region." (Reporting by Michael Holden; Editing by Alistair Smout)

The companies involved ranged from Chinese technology giants to U.S. media conglomerates.Morgan Stanley traded about $13 billion, including Farfetch Ltd., Discovery Inc., Baidu Inc. and GSX Techedu Inc., said the people, while Goldman Sachs Group Inc. sold $6.6 billion worth of shares of Baidu, Tencent Music Entertainment Group and Vipshop Holdings Ltd. before the market opened in the U.S, according to an email to clients seen by Bloomberg News.That move was followed by the sale of $3.9 billion of shares including ViacomCBS Inc. and iQiyi Inc. the email said.Hwang didn’t reply to an email seeking comment Sunday. A Goldman spokesperson declined to comment and a Morgan Stanley official didn’t immediately respond.ViacomCBS and Discovery posted their biggest declines ever Friday, after the selling and analyst downgrades. ViacomCBS closed 27% lower to $48.23, down from a high of $100.34 on March 22. Discovery also slumped 27% to $41.90, down from $77.27 on March 19.Wall Street figures have been feverishly speculating about the identity of Friday’s seller. The liquidation had triggered price swings for every stock involved in the high-volume transactions, rattling traders.Block trades -- the sale of a large chunk of stock at a price sometimes negotiated outside of the market -- are common, but the size of these trades and the multiple blocks hitting the market during the normal trading hours aren’t.Hwang was an institutional stock salesman at Hyundai Securities Co. in the early 1990s, where he dealt with Julian Robertson’s Tiger Management.     (Bloomberg) -- Tucked between the Gulf of Oman and a craggy mountain range, the dusty port Fujairah isn’t an obvious base from which to try and revolutionize the Middle East’s oil markets.But on Monday, when Abu Dhabi begins selling futures contracts for its oil and then shipping the barrels from Fujairah, it will mark an aggressive shift by the emirate. It hopes to change the way nearly one-fifth of the world’s crude is priced.Persian Gulf states pump nearly 20 million barrels of oil a day and Abu Dhabi wants the futures for its flagship Murban grade to become the region’s main benchmark.The Gulf’s biggest producers -- including Saudi Arabia, Iraq and the United Arab Emirates, of which Abu Dhabi is the capital -- have traditionally priced their barrels based on benchmarks from other regions. They’ve mostly sold their crude directly to refiners or international companies with stakes in their fields. Crucially, they’ve prevented those customers from re-selling the oil and benefiting from arbitrage opportunities that exist in energy markets.Now, Abu Dhabi’s removing those curbs with the aim of opening up its oil to financial as well as physical traders. Investors globally are clamoring for commodities because of their high yields relative to other assets and to protect themselves against any rise in inflation.Once sold on an exchange, Murban will be sent by pipeline to Fujairah, where Abu Dhabi’s desert fields physically connect with global markets.“If successful -- and I think the chances are good -- Murban futures could be a pivotal moment for Middle East crude pricing,” said Vandana Hari, founder of Singapore-based Vanda Insights, which provides oil analysis. If “a sizable chunk of Middle Eastern crude trades freely in the spot market,” that could push other regional producers to follow Abu Dhabi’s lead, she said.Storage CavernsTo help its cause, Abu Dhabi National Oil Co., the state energy firm, is spending around $900 million to build 40 million barrels of storage space in caverns beneath Fujairah’s mountains. That, and tanks Adnoc already has at the port, will ensure there’s plenty of Murban on hand to manage any future supply disruptions, Khaled Salmeen, the company’s head of marketing and trading, told reporters this month.Adnoc can pump about 2 million barrels a day of Murban and has pledged to provide the exchange with half that amount over the next year -- in line with or greater than the supply of today’s major oil benchmarks such as Brent and West Texas Intermediate.Liquidity’s “critical to the whole equation,” said Chris Bake, a director at Vitol Group, the largest independent oil trader, which is backing the exchange.Creating a new benchmark will hardly be easy. Oil traders dislike change, especially when they believe markets already do a good job matching supply and demand. S&P Global Platts caused uproar this year after announcing it would overhaul Dated Brent, the world’s main crude price. It was forced to shelve the plan indefinitely.Murban will also face competition regionally. Platts publishes price assessments for Dubai oil and the Dubai Mercantile Exchange trades futures for Omani crude. Both act as benchmarks for Middle Eastern shipments to Asia.Enter GoldmanThe benefits from trading Murban, a crude first exported in 1963, are worth the effort, according to Sultan Al Jaber, Adnoc’s chief executive officer. “Price transparency will allow our customers to better hedge and manage their market risks,” he wrote Sunday in The National, a local newspaper.Abu Dhabi says the combination of high supply, easy access to oil-consuming markets from Fujairah and the absence of trading restrictions will attract plenty of buyers to its exchange. Philippe Khoury, a former HSBC Holdings Plc energy banker who Adnoc hired in 2018 to build its trading operations, said Murban may even compete with Brent and WTI.The futures platform will be run by Atlanta-based Intercontinental Exchange Inc. and called ICE Futures Abu Dhabi. Last week, ICE approved Goldman Sachs Group Inc., Citigroup Inc. and 22 other banks and brokers as exchange members.Wider AmbitionAdnoc’s plan underscores the UAE’s wider ambition to monetize its hydrocarbon resources faster in case oil demand starts shrinking with the global shift to greener energy. The country aims to increase output capacity from about 4 million barrels a day now to 5 million by 2030, which would make it OPEC’s biggest producer after Saudi Arabia.The Murban exchange and the capacity boost could raise tension within the Organization of Petroleum Exporting Countries, according to Hari of Vanda Insights. The Gulf states dominate the cartel and tend to prize unity.     (Bloomberg) -- The risks to the pound’s 2021 recovery may be becoming too numerous to bear as Britain’s currency looks poised to end a five-month winning streak.Everything from waning euphoria over the nation’s vaccine-rollout program to renewed worries about the state of the post-Brexit economy and a squeeze on public finances are taking the wind out of a rally that’s made sterling the biggest gainer this year among the G-10 currencies after the Canadian dollar. It’s slipped more than 1% in March so far, on track to interrupt an advance since September that drove it to its strongest level in almost three years.“Too much optimism may be in the price,” said London-based Mark Dowding, who this month reopened bets against the pound at BlueBay Asset Management LLP, where he oversees $70 billion. “The lockdown in the U.K. remains more restrictive than elsewhere,” putting the shackles on growth.The pessimism underscores the mounting difficulties faced by Prime Minister Boris Johnson. Questions over Britain’s future following its break last year from the European Union are taking center stage again, even during one of the world’s most successful Covid-19 inoculation campaigns. Trade data showed EU shipments collapsed in January. The budget deficit is set to hit about 15% of GDP this fiscal year, the highest since the Second World War.For Dowding, that means sterling may retreat more than 5% to $1.30 in the next three months, a level last seen in November -- when markets were being rattled by doubts over whether a Brexit deal could be reached. The chances of the currency touching that level by year-end are almost 50%, according to Bloomberg probability calculations based on a combination of options and forecasts. Sterling slipped as much as 0.2% to $1.3757 on Monday.Some of the shine is already starting to fade. Data from the Chicago-based Commodity Futures Trading Commission in Washington show investors have started to trim bullish bets on the pound. After their long positions hit a one-year high earlier in March, leveraged funds scaled back their wagers for a third-straight week.Even with a Brexit deal and an agreement on financial regulation out of the way, the U.K.’s departure from the EU has ushered in a fresh series of risks, including tension on the Irish border and a possible referendum on Scottish independence.Brexit will bring “a slowdown in potential growth, so from a longer-term perspective we would expect sterling to resume its downward trend,” said Seema Shah, the chief strategist at Principal Global Investors in London who sees the pound retreating to $1.30 as early as the third quarter. “Once this vaccine rollout is done and other countries have caught up, and the U.K. no longer looks like a shining light, we’re back to where we were.”Some 47% of the U.K. population had received at least one dose of vaccine as of March 25, compared with 41% in the U.S. and just 14% in Germany, according to data collected by Bloomberg News and Johns Hopkins University. Britain now expects to receive the first doses of the U.S.-made Moderna Inc. vaccine within weeks, Culture Secretary Oliver Dowden said on Sunday.Vaccination success has helped stoke optimism the country’s early reopening and a services-led recovery could put it ahead of its peers. The median of analysts’ forecasts compiled by Bloomberg is for the pound to end June at $1.39, compared with $1.35 in early January.“Negative sentiment toward the pound is gone,” said John Roe, the London-based head of multi-asset funds at Legal & General Investment Management, which turned neutral on the pound-dollar after closing its short positions on Feb. 25. “The U.K. is much less prone to a Covid-related relapse.”Bank of England Chief Economist Andy Haldane said last week there could be a “rip-roaring” recovery even if consumers spend only a small proportion of savings accumulated during lockdown. Consumers did return to online and in-store shopping in February after a slump at the beginning of the year, official figures published Friday showed. Still, the rebound was modest.Phil Rush, at research firm Heteronomics, a Malvern, England-based financial research firm, isn’t convinced about such a recovery. He says savings have been accumulated by households least likely to spend them, and there’s no sign of any likely spending splurge.”The longer-term picture is far less positive” for the pound, said Antony Foster, head of G-10 spot trading at Nomura International Plc in London. “We all know the public finances are in dire straits. There are a lot of little bad things in the background that individually have the potential to be pretty systemic.     (Bloomberg) -- The forced liquidation of more than $20 billion in holdings linked to Bill Hwang’s investment firm is drawing attention to the covert financial instruments he used to build large stakes in companies.Much of the leverage used by Hwang’s Archegos Capital Management was provided by banks including Nomura Holdings Inc. and Credit Suisse Group AG through swaps or so-called contracts-for-difference, according to people with direct knowledge of the deals. It means Archegos may never actually have owned most of the underlying securities -- if any at all.While investors who build a stake of more than 5% in a U.S.-listed company usually have to disclose their position and future transactions, that’s not the case with stakes built through the type of derivatives apparently used by Archegos. The products, which are made off exchanges, allow managers like Hwang to amass stakes in publicly traded companies without having to declare their holdings.The swift unwinding of Archegos has reverberated across the globe, after banks such as Goldman Sachs Group Inc. and Morgan Stanley forced Hwang’s firm to sell billions of dollars in investments accumulated through highly leveraged bets. The selloff roiled stocks from Baidu Inc. to ViacomCBS Inc., and prompted Nomura and Credit Suisse to disclose that they face potentially significant losses on their exposure.One reason for the widening fallout is the borrowed funds that investors use to magnify their bets: a margin call occurs when the market goes against a large, leveraged position, forcing the hedge fund to deposit more cash or securities with its broker to cover any losses. Archegos was probably required to deposit only a small percentage of the total value of trades.The chain of events set off by this massive unwinding is yet another reminder of the role that hedge funds play in the global capital markets. A hedge fund short squeeze during a Reddit-fueled frenzy for Gamestop Corp. shares earlier this year spurred a $6 billion loss for Gabe Plotkin’s Melvin Capital and sparked scrutiny from U.S. regulators and politicians.The idea that one firm can quietly amass outsized positions through the use of derivatives could set off another wave of criticism directed against loosely regulated firms that have the power to destabilize markets.While the margin calls on Friday triggered losses of as much as 40% in some shares, there was no sign of contagion in markets broadly on Monday. Contrast that with 2008, when Ireland’s then-richest man used derivatives to build a position so large in Anglo Irish Bank Corp. it eventually contributed to the country’s international bailout. In 2015, New York-based FXCM Inc. needed rescuing because of losses at its U.K. affiliate resulting from the unexpected de-pegging of the Swiss franc.Much about Hwang’s trades remains unclear, but market participants estimate his assets had grown to anywhere from $5 billion to $10 billion in recent years and total positions may have topped $50 billion. Hwang didn’t respond to requests for comment.CFDs and swaps are among bespoke derivatives that investors trade privately between themselves, or over-the-counter, instead of through public exchanges. Such opacity helped to worsen the 2008 financial crisis and regulators have introduced a vast new body of rules governing the assets since then.Over-the-counter equity derivatives occupy one of the smallest corners of this opaque market. Swaps and forwards linked to stocks had a gross market value of $282 billion at the end of June 2020, according to data from the Bank for International Settlements. That compared with $10.3 trillion for swaps linked to interest rates and $2.4 trillion for swaps and forwards linked to currencies.Regulators have begun clamping down on CFDs in recent years because they’re concerned the derivatives are too complex and too risky for retail investors, with the European Securities and Markets Authority in 2018 restricting the distribution to individuals and capping leverage. In the U.S., CFDs are largely banned for amateur traders.Banks still favor them because they can make a large profit without needing to set aside as much capital versus trading actual securities, another consequence of regulation imposed in the aftermath of the global financial crisis.   • Who Was Behind Friday's Massive Block Trades?

    The buzz around Friday's mysterious block trades continues to grow ahead of the new trading week, as traders hold their breath, wondering if the sales were a one-off event or if there is more to come on Monday. What Happened: Speculation has been rampant all weekend over whether one or more hedge funds or family firms started unraveling last week and was forced to liquidate, triggering block trades that affected a diverse range of shares. Block trades typically are negotiated privately between two parties and involve a large number of shares. They are not uncommon, but the especially large size of these trades drew attention. Bloomberg and the Financial Times reported that the sales, executed separately by Goldman Sachs group Inc (NYSE: GS) and Morgan Stanley (NYSE: MS), amounted to about $20 billion worth of shares in total. The sales were executed in five blocks, FT said. The speculation began with a posting by IPO Edge on Friday pointing a finger — albeit loosely — toward Archegos, citing unnamed sources. Other outlets soon followed with similar reports, also based on people familiar with the matter. Then this afternoon, Bloomberg and the Financial Times each published stories saying more definitively that Archegos Capital was behind the trades, again citing unnamed sources. Archegos is the family office of Bill Hwang, a so-called "Tiger cub," as acolytes of Julian Robertson's Tiger Management hedge fund are known. Hwang was busted on charges related to illegal trading of Chinese bank stocks and pleaded guilty in 2012, according to Reuters. The Financial Times reported that the $3 billion equity raise announced by ViacomCBS on Monday, when the stock was at an all-time high, may have triggered everything. The company's share price took a dive in the days following the announcement, which also included an analyst downgrade. The share-price fall caused one of Archegos' prime brokers to demand a margin call from Archegos, and then other banks followed suit, FT reported. "Traders buying the large blocks of stock were told the share sales had been prompted by a 'forced deleveraging' by a fund," the newspaper said. Archegos did not return FT's request for comment, and Archegos' top trader in New York hung up when the paper contacted the trader, FT said. Archegos' website also is down. Shares Affected: The sales at first seemed centered on shares of Chinese companies listed in the U.S., sparking speculation that the moves were connected to the possible delisting of Chinese companies in the U.S. amid tensions between the two companies. Former U.S. President Donald Trump signed a bill in December calling for the delisting of foreign companies that don't follow the same accounting transparency standards that U.S. firms must follow, in a move aimed at Chinese companies listed in the U.S. But Friday's block sales spread to companies based in the U.S. and other countries. CNBC reported forced sales by Archegos were probably related to margin calls on heavily leveraged positions.   • Bond Investors Are Already Betting on a Return to Normal Life

    (Bloomberg) -- It wasn’t so long ago that airliners and real estate companies were asking for emergency support and precautionary bank loans. Now investors are desperate to lend them money.Bonds of EasyJet Plc and U.K. property manager Hammerson Plc are among the best performers in Europe this year. Investment-grade companies in the two sectors have sold almost $22 billion of debt in euros and sterling, the fastest pace of year-to-date issuance since at least 2010.Money managers are betting that vaccine rollouts in the U.K. and U.S. will allow a return to normal life by the summer, even as much of Europe suffers under a third wave of the pandemic. Notes of the virus-battered companies also offer good value after central bank bond-buying pushed down corporate yields.“Fundamentally there is a very good reason investors are getting behind these stories,” said Andreas Michalitsianos, a portfolio manager at JPMorgan Asset Management, which oversees $2.3 trillion. “In most cases, they aren’t going to default, they aren’t going to become high yield and their business models aren’t fundamentally broken.”Michalitsianos is looking to buy up laggards with the hope that they will keep closing the gap with the broader market. Yields on Easyjet’s 2025 notes are more than 100 basis points higher than the index. Bonds of real estate firm Kennedy-Wilson Holdings, Inc. and bus operator FirstGroup Plc also trade at a premium despite a rally this year.Others warn that the optimism is unsustainable as a successful vaccine rollout doesn’t necessarily equate to the return of pre-pandemic work and travel habits.Sectors like travel and real estate could suffer from “longer term structural demand shortages,” prompting investors to ask for higher compensation to own them, said James Vokins, head of U.K. investment grade credit at Aviva Investors.Last year, companies worldwide borrowed more than $430 billion of new loans and used at least $340 billion of existing credit lines to weather the pandemic. Some travel and leisure companies were lining up new financing deals as recently as January.The prospective reopening also boosts the outlook for inflation, pushing government bond yields higher and sinking the total return of corporate bond indexes.
