Plan:
- Get harder IT certs (CISSP, AWS Professional x 2, Azure DevOps, etc) while Pandemic is weaning off
- Get involved in volunteering for US companies/ orgs doing IT chit (for references)
- Get degree from WGU for cheap US .edu credentials
- Order a conservative sloot with Green card via mail order bride site
- Learn Spanish, be fluent in it.
Is this enough to land a employer-sponsored position in TX?

Interesting. Have you tried asking over at r/ITcareerquestions? They've been pretty helpful in getting me attention from employers around my area.
I doubt it's your experience. Do you have an ethnic sounding name? I hate to say it but sometimes employers will pre discriminate. My name is one of the few reasons I got any interest to begin with.
