Mrs. Nathalie Laarakker is an experienced CFO and finance director for multinational companies with a proven track record of financial and senior-level management primarily in the high tech and healthcare industry. Nathalie joins Intravacc from cancer immunotherapies R&D company Gadeta, after having served as their Chief Financial Officer and Managing Director since 2018. Nathalie started her professional career at PricewaterhouseCoopers and worked for both the Amsterdam and the Boston (US) office. She qualified as a certified public accountant in 2001, after which she held various senior positions in several companies. Her previous positions include Head of Finance at U.S. Nasdaq listed Dutch biotech company Merus. She holds a bachelor's degree from the Amsterdam Business School and a post-doc degree in accountancy from the University of Amsterdam, the Netherlands.

    (Bloomberg) -- Ark Investment Management is known for its huge bet on the world’s hottest electric-car maker. But that hasn’t been enough to put Cathie Wood’s funds at the top of environmental, social and governance standards.Her actively managed exchange-traded funds ranked below average in a recent study by Jefferies’ analysts Steven DeSanctis and Eric Lockenvitz. That’s even as Wood’s flagship $24 billion Ark Innovation ETF has more than tripled in the past year -- boosted by its investments in Tesla Inc. Elon Musk’s company is ARKK’s biggest holding and currently comprises 10.5% of the fund, according to data compiled by Bloomberg.“Wood is not ESG focused, the funds are not specifically ESG and the scores show you that,” DeSanctis said in a phone interview. “They’re about innovative growth. Maybe the other way you look at it is that innovative growth doesn’t necessarily coincide with the best ESG rankings.”Since Ark Investment’s funds make relatively concentrated bets -- compared with other ETFs that include more companies -- a few firms with lower ESG scores can drag down the whole fund. In addition, there isn’t always enough data to score newer companies, DeSanctis said. About 80% of the stocks in ARKK have scores, compared with 99.8% for the broader S&P 500 Index, the Jefferies study showed.“ESG is still the wild west,” said Mike Bailey, director of research at FBB Capital Partners. “A lot of times, if there is a very short track-record, there’s just not a lot of data to quantify something.”ARKK had rallied as much as 26% this year before erasing its 2021 gains earlier this month as a surge in bond yields spurred concern over pricey areas of the market. Still, the fund’s popularity shows no signs of slowing down.     (Bloomberg) -- U.S. Supreme Court justices questioned a California regulation that gives union organizers access to agricultural company land for part of the year to talk to workers, hearing arguments in a case that could bolster constitutional property rights.In an hour-long telephone session, some of the court’s conservatives expressed skepticism that California could require union access on as many as 120 days a year. Justice Brett Kavanaugh indicated he thought the case was controlled by a 1956 Supreme Court decision permitting access at non-agricultural workplaces only when organizers lack other means of communication.But other justices indicated they were wary of imposing the type of categorical rule being sought by two growers challenging the decades-old California regulation. The companies say the Constitution’s so-called takings clause requires compensation when a regulation gives a third party the right to use private property.Both sides in the case “have line-drawing problems,” Justice Amy Coney Barrett told the lawyer for the growers. “What if California had a regulation that permitted union organizers to go onto the property of your clients, one hour a day, one day a year?”Conservative legal groups and the U.S. Chamber of Commerce are opposing the access regulation, and trying to leverage a court that in recent years has bolstered the rights of landowners and curbed the clout of unions. It is the first case on those topics for Barrett, whose confirmation in October gave the court an even stronger conservative majority.The case was filed by two businesses that have tangled with union organizers: Cedar Point Nursery, which grows strawberry plants in the northern California town of Dorris, and Fowler Packing Co., a Fresno grower of grapes and other fruits.They say the regulation strips agricultural companies of their right to control who comes onto their property and forces them to allow disruptive protests. Their lawyer, Joshua Thompson, told Barrett that even her hypothetical one-hour requirement should be considered a constitutional violation.Inspection LawsJustice Stephen Breyer said Thompson’s position raised questions about dozens of government inspection laws.“There are all those long lists of statutes,” he said. “Are they all unconstitutional?”The regulation implements California’s Agriculture Labor Relations Act, a 1975 law that gave farm workers in that state the type of collective bargaining rights other laborers already had under federal law.California Solicitor General Michael Mongan said the high court has been loath to categorically declare particular types of regulations to be takings that require compensation. He urged the court to use the case-by-case approach it has traditionally applied to restrictions on how people can use their own property.Mongan drew push-back from across the court’s ideological spectrum. Justice Sonia Sotomayor said Mongan’s proposed test “fails to capture the significant interest in the right to exclude at stake in physical invasion cases.”And Barrett asked whether a categorical rule would be calamitous as opponents say it would be.“Why would it be that big of a deal for California to say to the unions, ‘Listen to compensate for the taking, if you want access, you pay 50 bucks’?” she asked. “Let’s say that the court says that that’s a fair amount for compensation.     (Bloomberg) -- China’s local governments had 14.8 trillion yuan ($2.3 trillion) of hidden debt last year, and the figure could climb even further this year, according to a government-linked think tank.Local governments were under pressure to increase infrastructure investment and shore up growth through the pandemic, leading to a 6% rise in off-budget borrowing from a recent low of 13.9 billion yuan in the third quarter of 2019, according to Liu Lei, a senior researcher at the National Institution for Finance and Development.The hidden debt is comprised of funds raised by government-related entities for infrastructure and other public projects that carry an implicit official guarantee of repayment. Bonds sold by local government financing vehicles, or LGFVs, are one way provincial authorities raise money to increase spending without including it on their official balance sheets.China has vowed to stabilize its macro leverage ratio and lower the government debt ratio this year to rein in risks. That could be hard to achieve as on-budget spending can’t cover the investment needed to drive the economy’s targeted growth by 2035, said Liu, whose organization is under the influential state-run Chinese Academy of Social Sciences and advises the government.“Local governments will find ways to increase hidden debt because they are under pressure to expand investment,” Liu said in an interview. “In the longer term, the economy still faces lots of headwinds, including an uncertain external environment and an aging population.”Technically IllegalChina doesn’t have an official account of local governments’ hidden debt, as it’s technically against the law. Estimates by different institutions could vary significantly. One estimate by S&P Global Ratings in 2019 put the size at 20 trillion yuan, while another that same year from Rhodium Group put it at 41.2 trillion to 51.7 trillion yuan.Liu’s calculation includes bonds issued by LGFVs and borrowing by government-linked trust funds, insurers and other investment firms. It doesn’t take into account bank loans to LGFVs, which may be used on commercial projects instead of public welfare projects.Local government will have to repay a record high 2.14 trillion yuan worth of LGFV bonds maturing this year, Bloomberg calculations show.The hidden debt could have led to more than 700 billion yuan a year in extra interest payments, as such borrowing is more costly to service than government bonds, he said.     (Bloomberg) -- Norway recently emerged as the world’s most cashless society, but its central bank governor says people shouldn’t start turning to Bitcoin as an alternative.Oystein Olsen, the governor of Norges Bank in Oslo, says it’s inconceivable that Bitcoin -- the most popular cryptocurrency -- will replace the money that’s currently controlled by central banks.Bitcoin is “far too resource-intensive, far too costly and most importantly, it doesn’t preserve stability,” Olsen said in a phone interview. “I mean, the basic property and task for a central bank and central-bank currency is to provide stability in the value of money and in the system, and that is not done by Bitcoin.”GLOBAL INSIGHT: Carpe Diem - Central Banks in Digital Future Olsen’s dismissal of Bitcoin comes not long after one of Norway’s most prominent businessmen, Kjell Inge Rokke, endorsed the cryptocurrency, arguing it will ultimately be on the right side of monetary history. He even suggested a single Bitcoin might one day “be worth millions of dollars.”On Monday, one Bitcoin traded at around $57,000, almost 900% up from its value roughly a year ago. Elon Musk is a fan, as is Cathie Wood of Ark Investment Management. Matt McDermott, global head of digital assets for Goldman Sachs Global Markets Division, recently said there’s now “huge” institutional demand across different industry types and from private banking clients for Bitcoin.Meanwhile, central banks are racing to respond to widespread cashlessness by developing their own digital currencies before cryptocurrencies take over. Norges Bank Deputy Governor Ida Wolden Bache said last November that Norway has become the world’s most cashless country, with only 4% of all payments conducted with bank notes and coins. That’s raised questions about how payments should be conducted in the future.But Norway isn’t one of the front-runners when it comes to developing central bank digital currencies (CBDC). Instead, Sweden and China are the world leaders among major economies, as policy makers team up with technology experts to figure out how best to design something that central banks can control.Cecilia Skingsley, a deputy governor at Sweden’s Riksbank, says that “sometimes in history -- and Sweden is a good example of it -- the public sector has to take the torch and run with it.”Speaking during a panel discussion on central bank digital currencies at a virtual conference held by the Bank for International Settlements on Tuesday, Skingsley said, “We need to realize that money transfers and payments serving the general public are not as good as they should be.”Central Banks Are Getting Serious About Digital Money: ChartNorges Bank is due to publish a report on its CBDC project in April. Wolden Bache said earlier this month the goal is that users “must be able to pay efficiently and securely in” Norwegian kroner. According to her slide presentation, a Norwegian CBDC “will not change private sector credit intermediation.”As for Bitcoin, which some central bankers have compared to the tulip bubble of the 17th century, Olsen said, “I don’t think at the end of the day it will be a threat to central banks.     (Bloomberg) -- BorgWarner Inc.’s attempt to garner more respect from investors for its effort to shift to electrification fell flat, triggering an 8% slide in the auto-parts maker’s shares on the day it presented its strategic vision.The Detroit-area based company gave a three-hour presentation Tuesday, making a case that it’s just as prepared for the move to electric cars as the vehicle assemblers it has longed supplied, including Ford Motor Co., General Motors Co. and Volkswagen AG.Shares of those automakers each have soared more than 30% so far this year, based in part on aggressive plans to sell more EVs.     (Bloomberg) -- A growing chorus of Wall Street professionals is predicting that electric and autonomous vehicles sales will propel Apple Inc. and Tesla Inc. to $3 trillion each in market value by 2030.The blockbuster targets come as shares of both companies -- though two of the most popular in the S&P 500 index -- have slumped this year and are lagging the benchmark’s 4.9% rise. That hasn’t dented the enthusiasm of a handful of analysts and investors betting big on the future of driver-less cars.Cathie Wood’s Ark Investment Management, for example, sees a 50% chance of Tesla achieving fully autonomous driving within five years, while Citigroup Inc.’s Jim Suva said developing the Apple Car could boost the company’s sales by up to 15% after 2024.“Tesla is the perfect example of a momentum stock that is really all about the optimism of the future and optimism of what they can do with everything that they are working on,” said Greg Taylor, chief investment officer at Purpose Investments. “And conversely Apple has almost become the new defensive stock. It’s the company with one of the best balance sheets out there. And it’s become almost the new defensive that when people buy the market, they buy Apple.”Wood was the latest to predict that Tesla would reach the eye-popping milestone after she boosted her share price forecast to $3,000, giving the company a valuation of almost $3 trillion. I understand why it has the valuation it has today -- breaking through on EVs and making them a mass market concept is worth this valuation.
