When I go to gym I feel tired, weak and can't do progressive overload.
I feel like I should be cutting but also that I look like a skeleton at the same time.
I primarily want to get rid of chest and belly fat.

Basically thats not possible for you right now because you have virtually zero muscle on your frame, cutting further would indeed having you looking like a skeleton.
You need to eat enough so that you can gain about a pound a month for the next 12-18 months while following a novice lifting program like Fierce 5, Stronglifts, Starting Strength, etc.All it takes is consistency, effort, proper nutrition, good programming, and TIME.
