After domestic violence arrest, Miami-Dade cop jailed again after crashing car into ex’s

Miami-Dade Police Officer Lewis Diaz was arrested last month after authorities said he attacked his girlfriend during a Zoom court hearing.

Now, he’s been arrested again — this time after allegedly crashing his car into hers near Miami International Airport.

Diaz, 29, was charged with violating a court order to stay away from his 31-year-old ex-girlfriend, according to an arrest report released on Wednesday. The crash happened Friday night on Perimeter Road. The severity of the crash was not detailed in his arrest report.

He’s being held at the Turner Guilford Knight Correctional Center.

The arrest is the latest chapter in long-running domestic strife involving Diaz and the woman, as well as another officer, Miami-Dade Sgt. Carlos Ramos, who is also her ex-boyfriend.

He and Ramos nearly came to blows last year over the woman, one law enforcement source told the Herald.

Then in January, the woman claimed in a petition for a restraining order that Ramos had been stalking her, “slowly passing by the front of her home in his patrol car while staring at her.” But in February, when she told Diaz that she no longer wanted to pursue the restraining order, he grabbed her, “forcefully pulling her up from her seat and ordered her to proceed with the case,” according to an arrest report.

From a bedroom, she logged onto the hearing a little while later. According to court records, the petition was voluntarily dismissed. Diaz allegedly entered the room, grabbed the phone, ended the video conference and forced her to leave in his car.

Diaz, 29, has been charged with battery, tampering with a witness and false imprisonment. The police department relieved him of duty as he awaited trial. A judge ordered him to stay away from the woman.

But on Friday, Diaz messaged the woman and asked to meet at the Executive Airport Motel. She agreed and when they met up, he began demanding that she “disclose whom was calling her,” according to the report.

The woman left and tried driving off. But Ramos “continually attempted to make her stop,” and eventually pulled in front of her car, causing the two cars to crash, the report said.

A Miami-Dade police officer who was called to the scene to document the crash soon identified Diaz as a fellow cop facing legal troubles. The arrest report said Diaz “admitted to being at the motel, but denied being there to meet the victim ... [he] also denied allegations of messaging the victim.”

After the three failed exams, Collins allegedly revealed his previous plans to “take down” a handful of potential targets in the state, including the electrical power grid, the Federal Reserve, and several police stations in Denver.These fanciful plans, according to prosecutors, all began after Collins’ salary was cut in half and his hours as a pilot reduced amid the lockdowns to mitigate the spread of the ongoing coronavirus pandemic. The lockdown only stoked his anger toward both the government and law enforcement—and spurred his plan to first disrupt the power grid, prosecutors alleged.To sabotage the power grid, Collins allegedly admitted to studying transmission lines, which led him to determine that “some type of powerful explosion would be needed to destroy them, but he did not have access to such explosives.”“Collins stated that he believed that the power stations he identified operated using General Electric Natural Gas turbines and could be disabled by throwing a wrench or some other large metallic object into the turbine,” the affidavit states. “Collins said that his work and experience as a pilot provided him with familiarity with turbines.”But Collins ultimately decided against the plan because “cutting off the power would likely lead to a great loss of life of civilians,” and he only wanted to target “government and law enforcement.” Collins also conceded he lacked the manpower and support to carry out the plan, which involved 72 people and 11 cars split into teams.The affidavit states that after his failed power plant plan, Collins looked into the Federal Reserve building in Denver and state data centers as other “potential targets.” Collins allegedly said he wanted to hit the Federal Reserve after they intentionally created inflation to “cripple the U.S. economy” and the data centers because “they contained all the Colorado driver’s license information for the state.”‘Should I Kill Joe Biden?’: Feds Say Nomad Busted With Car Full of Guns Debated Assassinating Ex-Veep “Collins believed if the data centers were taken down, driver’s license information would not be available for law enforcement to see who you were,” the affidavit states, adding that he also wanted to target police stations so officers could not respond to his other planned attacks.Prosecutors say Collins not only admitted to the failed plots during his polygraph exam—but shared his admiration for other criminal enterprises, including ISIS and their “courage and conviction to bring their vision of a society into existence through force.” He told authorities he does not believe in their “ideology and their use of torture, rape, and murder.”“Collins discussed the bombing in downtown Nashville that occurred on Christmas day 2020,” the affidavit states. “Collins felt that the bomber was not a terrorist because he did not target innocent civilians. He described the bomber as a genius.”The Colorado resident also allegedly revealed his belief that the 14 individuals arrested for plotting to kidnap Michigan Gov. Gretchen Whitmer last August were “justified... if they arrested her and put her on trial for violating their rights as American citizens.”After Collins’ stunning rant against the government and law enforcers, the polygraph examiner asked him what he would do if he got hired by the federal agency where he was seeking employment. “Collins stated that ‘you would need to watch your back’ and that he upholds the Constitution, adding that the agency’s ‘mission is one of the few government duties that is legitimate and that 80 percent of the government should be abolished,’” the affidavit states.Nearly three weeks after his bizarre confession to a polygraph examiner, law enforcement searched Collins’ house using the address he listed in his federal employment form. At his Centennial home about 20 minutes outside of Denver, officers found three black pipe-shaped silencers, seven firearms, ammunition, and ballistic gear. Collins told officers he made the silencers, which were unregistered.The Department of Justice declined The Daily Beast’s request for comment. Photograph: Ronaldo Schemidt/AFP/Getty Images Ana* was on her way home from school with her young cousin when it happened. “She managed to run away, but I didn’t,” she said, her voice trembling. “They put me in a car. They were white men. And they raped me.” Ana’s ordeal wasn’t an isolated incident, but part of a horrific pattern of brutal sexual violence inflicted on indigenous children and women in northern Argentina by non-indigenous men, often in groups. Campaigners describe it as a racist practice dating back to the conquest of the Americas. Now, they are demanding it be made a specific hate crime, doubly aggravated on the grounds of race and gender. “Ever since the conquest, we women have been the first victims,” said Octorina Zamora, a Wichí campaigner for the rights of indigenous women. The attacks, predominantly in the northern Argentinian provinces Salta and Chaco, are sometimes called “chineo”, although some activists say the term is racist because it stems from “china” (Chinese) – a slang term for indigenous women. Alina*, a Wichí woman from a remote region in northern Salta, has encountered at least four cases – including one victim who was just four years old. “Sometimes because of the fear, sometimes because the person who did it threatens them, they won’t say [what happened],” she said. “But we’re mothers. We speak to them, and then they tell us.” It is impossible to tell how common such attacks are as many victims don’t speak out because of trauma, shame and fear of reprisals. But sexual abuse is a major issue in the region. A 2016 Unicef report found that the proportion of babies born to teenage mothers was substantially higher than the national average in northern provinces, reaching over 20% in some places. Indigenous people make up roughly 2.4% of Argentina’s population, and face entrenched problems with discrimination, neglect, hunger and desperate poverty. Alina’s community is a cluster of small houses made of clay, metal sheeting and tarpaulins. Many women speak no Spanish and have no means of transport to the nearest town. Attackers are usually in a position of economic power over the victims and their families, sometimes offering them food or money after the attack. “To report someone who has money – you can’t do that,” Alina said. Zamora said that women’s organizations and state institutions that are supposed to help victims lack an understanding of indigenous realities. “They just tell us to call 911, like in the city, but we don’t even have phone lines,” she said. In 2015, a 12-year-old Wichí girl with learning difficulties was raped by a group of non-indigenous men and the case made headlines when it emerged that she was pregnant. In a landmark February 2019 ruling, six men were sentenced to 17 years in prison for the attack. Activists from the Mujeres Indígenas por el Buen Vivir (Indigenous Women for Living Well) movement launched #BastadeChineo (#NoMoreChineo), a campaign to end the practice in 2019. The women compiled the stories of Ana and other survivors anonymously, in the hope that raising awareness of their experiences would prompt the authorities to take action. “It’s the story of indigenous girls in the north and how this patriarchal, racist, machista, colonial system keeps colonizing, keeps exterminating, keeps violating the indigenous world,” said Juana Antieco, a Mapuche-Tehuelche activist with the group. “Because unfortunately, the conquest isn’t over.” Campaigners are asking Argentina’s government to incorporate the rape of indigenous children and women by non-indigenous men into the penal code as an aggravated hate crime. Modifying the penal code to secure harsher sentences for this kind of crime would require a bill to pass through congress. Gustavo Farquharson, provincial delegate for Salta for the state anti-discrimination agency, Inadi, said similar modifications have been made in the past to recognize femicide, but the process is slow. And for indigenous communities, the need for action is urgent. “Many women and girls live in constant danger of being abused and murdered,” Farquharson said. Zamora believes more resources and support are needed to educate and train indigenous women about their rights, so they can advocate for themselves. “Rape breaks a woman spiritually,” she said. “It’s very hard to recover from that. Or you don’t recover at all.”
