Angry Opposition, Treasury bench remain adamant on their demands, stall Odisha Assembly business for fourth day

Bhubaneswar, Mar 16 (UNI) Sticking to their demand the Opposition and the Treasury bench members stalled that the business of the Odisha Assembly for the fourth consecutive day today

After a series of adjournments both during the pre and post lunch session, Speaker S N Patro finally adjourned the house for the day till 1030 hours tomorrow without transacting any business as an all party meeting convened by him twice during the day failed to put an end to the stalemate.

Like the last three days, the house failed to take up any business today due to pandemonium inside the well by the Opposition BJP and Congress and the Treasury bench members who trooped into the well and disrupted the proceedings of the house in support of their demand

The Opposition BJP and the Congress continued their protest against the irregularities in mandis, non procurement of paddy by the government and debate on the issue suspending all other business.

The treasury bench members insisted on their demand for an unconditional apology from Deogarh BJP MLA Subash Panigrahi for attempting to commit suicide in the house by consuming sanitizer.
The BJD members also remained adamant on their stand and said they would not allow the Assembly to run unless BJP member Subash Panigrahi tender an apology for attempting to commit suicide inside the house.

As soon as the house assembled at 1030hrs today to take up the question hour,, the BJP, Congress and the ruling BJD members rushed to the well , shouted slogans in support of their demand and disrupted the proceedings.

Unable to conduct the business, Speaker S N Patro was forced to adjourn the house twice first at 1030hrs till 1130hours and again from 1130hrs till 1200. He convened an all party meeting to break the deadlock .

Later, the house was adjourned from 1200hrs to 1250 in two phases and at 1250hrs till 1600hrs.

The all party meeting failed to reach any consensus as the Speaker,the Treasury bench and the Opposition members did not agree at a point on which issue— paddy procurement or Subash Panigrahi’s apology would be taken for discussion first.

The Congress and the BJP walked out of the meeting as their demand to discuss the paddy procurement was not accepted.

Congress Legislature Party leader Narasingha Mishra told newspersons after the meeting that Congress walked out as the Speaker did not agree to his demand to discuss the farmers issue first.

The Speaker reportedly told him that since Mr Panigrahi has undermined the dignity of the house it should be discussed first and Mr Panigrahi should tender an apology.

Government Chief Whip Pramila Mallik also reiterated that the house would not be allowed to function till Mr Panigrahi tender an apology for attempting to commit suicide inside the house.

Leader of Opposition P K Nayak said there is no question of Mr Panigrahi tendering any apology.

Mr Nayak said Mr Panigrahi attempted suicide as the government did not respond to his repeated request to procure paddy from the farmers.

Mr.Nayak said Mr.Panigrahi has not done any wrong. The government ,the Leader of Opposition said, should assure the house that it would procure paddy from the farmers.

He then walked out of the meeting as the Speaker did not agree with his demand.

When the house reassembled at 1600hrs after the adjournment the Speaker again called an all party meeting and adjourned the house till 1630hrs.

Later, the house was adjourned for another 30 minutes till 1700 hrs.As the second all party meeting remained inconclusive ,the Speaker finally adjourned the house till 1030hrs tomorrow.
