‘Literally skin and bones’: Man facing charges after dog nearly starved to death

A Saylor Township man faces animal neglect charges after the Animal Rescue League of Iowa mentioned his dog nearly starved to death.Dwight Alan McNeal, 20, of Saylor Township, was arrested Thursday and charged with one rely of animal neglect.ARL officers mentioned his dog Jax arrived on the ARL just a few days in the past.
