Shri Vinit Kumar, Chairman, Paradip Port Trust (PPT), during his welcome address impressed upon importance of Port led Industrilization. He also showed a short film on Investment Opportunities in Odisha.

GoO has been proactively following a policy of promoting developing non-major Ports in the State in PPP Mode since 2004. Two Ports have been functional and three are in the pipeline including proposed Mahanadi Riverine Port in Kendrapara District. Development of National Waterways five will be economical viable and provide an alternative route for transportation of minerals to Paradip. GoO has entered into several MoUs for establishment of Heavy Industries in the sectors like steel, thermal power, aluminium and petrochemicals in the State. Development of Port Sector will play in sustainable and inclusive growth of the State.

Elaborating on Port Sector and Port-led development in the State of Odisha. Shri Padhi told that as per study by IIT, Chennai, 14 locations have been identified for development of non-Major Ports. Odisha Govt. is following a proactive policy, in which pvt. Players are encouraged to establish Ports in BOOST method. For upcoming Mahanadi Riverine Port, GoO is going to sign an MoU with PPT soon. The upcoming 12 MT JSW Steel Plant is going to establish a Port at the mouth of Jatadhari river. The concept of Port-led Industrialisation future success story of Odisha. A Port near Nua Nai in Puri will promote cruise tourism in the region and can be a clean cargo Port with container handling. Transparent Port policy and friendly industrial policy will make journey of potentials investors, easy.
Shri Hemanta Sharma, IAS, Principal Secretary, Department of Industries, GoO:
Highlighting the Port led development in the State, he said that Odisha is growing leaps and bounds in industrialisation trade and commerce. State is currently surplus in electricity, rich in industrial water and of late, intense hinterland road, rail network. We have a very skilled and professional workforce for upcoming industrial economy. In the last few years both the state and Central Government are trying to develop hinterland infrastructure like road, rail, airport and pipeline etc. so that they will link the industrial clusters with the Ports. Today the Ports of Odisha are the gateways to the ASEAN countries. Ports will definitely add to the Industrial infrastructure.
Shri Dilip Oommen, CEO, AMNS:
For setting up a Steel Plant one must rein in cost of logistics, the 480 KM long sea coast and the vast mineral deposit gives Odisha an advantage. For rapid industrialisation in the State, the CAGR has been 10.4, which is more than national average. PPT is doing wonderful job in cargo movement. OSBD is remarkable and the business has grown 9 times within last 18 years. For skill development the Odisha Govt. needs to do more ship re-cycling industry must be given a boost for more ship manufacturing Unit. We should add value by exporting steel instead of iron ore. The AMNS wants to make Odisha steel hub of India.
Shri VR Sharma, Managing Director, JSPL:
Shri Sharma stressed upon more infrastructure to be developed for export of additional steel cargo in the state. Called for dedicated Ports may come up related to exports of steel in the State. Eastern belt of the country is having 28 MT steel export capacity. He further stressed upon infrastructure development for rail & port connectivity.
Shri Dibyendu Bose, Vice President, Supply Chain, Tata Steel:
Tata Steel is in the process of developing the Subarnnarekha project. The vision for maritime sector in Odisha for Tata Steel is to strategically dedicate one port for each of its plant to keep it supply chain going. Paradip Port for Angul plant, Dhamara Port for Kalinga Nagar plant and Subarnrekha Port for Jamshedpur plant. For production of additional 30 MT steel, the Ports will handle additional 32 MT. raw materials. Tata Steel has signed an agreement for handling at KICT terminal if PPT. For development of Western Dock, Tata Steel will be interested. This is how Tata Steel has designed its supply chain network.
Shri Dharmedra Pradhan, Hon’ble Cabinet Minister, Ministry of Petroleum & Natural Gas and Steel:
Union Petroleum and Natural Gas & Steel Minister Shri Dharmendra Pradhan today said that Odisha’s coastline is going to be the hub of maritime trade. While addressing the “Investment Opportunities in Odisha’ session in the Maritime India Summit 2021, he also assured all potential investors that the Central and State Governments are working in tandem to make Odisha an attractive investment destination.
Shri Pradhan said that Odisha has a rich maritime history and thousands of years ago navigators of the state sailed to different parts of the globe to bring fortune and glory to the state. He further said that at one point of time in history, we were one of the most prosperous civilizations of the world and today in the 21st century, PM Modi has given a clarion call of Aatmanirbhar Bharat and $5 trillion economy. With natural harbours, rich natural resources, long coastline and skill-able and hardworking manpower, Odisha is uniquely poised to be the part of Aatmanirbhar journey and contribute to the making of $5 trillion economy.
The minister said that in the 21st century, the global network of trade and commerce will be maritime and Odisha’s coast will be the gateway. Paradip is going to be the gateway of growth of eastern part of country. Kalinganagar is being developed as a steel hub, envisages to become a self-contained ecosystem, and will enable the potential investors for setting up value added downstream facilities. Our initiatives in the petroleum and steel sectors will provide impetus to the maritime economy in Odisha. He said that anchor industries and companies are needed for development and operations of new ports in Odisha and optimal utilization of riverine and sea port area.
He reiterated Prime Minister’s vision of Purvodaya to drive eastern India’s growth to keep pace with the growth in other regions of the country and its importance in achieving national growth.
Shri Pradhan said that Integration of crucial infrastructure Road, Rail and Port will lead to the industrial development of Odisha. Potential for port-led Blue Economy will be unlocked with the multi-modal rail, road and air linkages with sea and riverine port for transport of minerals and goods at much lower logistics cost.
Shri Pradhan said that Odisha serves as a link between eastern & western India through the railway network of the South Eastern Railways & the East Coast Railways. There is further potential for integrating railway freight corridors with key ports in Odisha and setting up of maintenance and engineering projects in the State.
Regarding petroleum sector investments, Shri Pradhan said Oil and Gas CPSEs have spearheaded a number of infrastructure investments in the State of Odisha including in oil refining, gas pipeline infrastructure, marketing infrastructure and city gas distribution networks. He also echoed Prime Minister’s thoughts on the Government’s role to not to be wealth creators themselves but to provide policy certainty to the wealth creators in order to thrive.
