  • Debt Engineers Tackle Climate Change With Bonds to Rewild Land

    (Bloomberg) -- For green finance enthusiasts, a new flavor of debt could emerge this year -- nature bonds.Sales of green bonds -- which typically raise money for clean energy projects -- are expected to grow by a third this year to record levels, as governments and companies look to capitalize on booming demand at the same time as bolstering their image. Yet academics and activists say this alone isn’t enough to save the planet.They’re lobbying for securities that more explicitly protect the natural world -- and are likely to get a hearing from policy makers when the United Nations meets in coming months to discuss biodiversity and climate change. Those issues are climbing up the agenda as governments decide how to spend trillions to recover from the virus.“Sovereign bonds are obviously so important now with with the crisis response and then the economic recovery, and nature should be right at the heart of that,” said Nick Robins, a professor at the London School of Economics’ Grantham Research Institute and a former fund manager. “Nature-based solutions for climate change can be very labor-intensive, so if you’re thinking about financing a green recovery they are a really good place to prioritize your public spending.”Countries could pay less interest on the debt if they meet environmental targets. That’s a similar approach to so-called sustainability-linked bonds for companies, which have been exploding in use this year.Research organization Finance for Biodiversity Initiative has a framework for how such “nature-performance bonds” could operate in practice. It’s in talks together with the World Bank, the U.S., China and European countries to also potentially offer debt relief to emerging-market nations if they can green their borrowing in this manner.Pakistan could be first out of the blocks to issue up to $1 billion of these so-called nature-performance bonds this year, according to Malik Amin Aslam, a climate-change adviser to Prime Minister Imran Khan. Uruguay is also exploring such bonds, its debt chief Herman Kamil said.There are also alternative suggestions. Henry Boucher, deputy chief investment officer at Sarasin & Partners LLP, was spurred into action after the Intergovernmental Panel on Climate Change pointed to land use as accounting for a quarter of man-made greenhouse gas emissions.Back to EdenHe’s called his proposal “Eden bonds.” His idea is for governments to issue long-term debt to buy private land and essentially pay investors interest to keep it wild. Investors could then supplement this income by selling carbon credits or credits linked to species restoration. When the bond matures, the government would pay back its debt, leaving the public sector owning the land.“We’re getting to a point where we have very little natural-capital stock left,” said Boucher in an interview. “Why issue more debt to buy land today when you are already maxed out on issuance to pay for the pandemic? The answer is that climate change and biodiversity loss are even bigger problems.”While the management of nature may significantly affect nations’ long-term economic outlook -- an issue especially pertinent to commodity producers -- so far investors have mostly focused on more conventional considerations such as debt-to-growth ratios. It’s only now that governments and credit rating agencies are looking to put a price on climate risks or opportunities.“If Nairobi runs out of water, that has got to affect Kenya’s sovereign debt, surely?” said Martijn Wilder, co-founding partner of HSBC Pollination, which aims to be the world’s largest manager of natural capital assets. “But people aren’t thinking about that, these are just things people don’t get. We’ve just got to recognize we’re at the start of a journey, really.”Existing bond frameworks have already been used in some cases to preserve nature. Poland issued the first sovereign green bond in 2016, saying it would spend some of the money on natural parks. France also put biodiversity protection as one of the uses for its inaugural offering, while the Seychelles pioneered blue bonds in 2018 to support sustainable fisheries.The topic of biodiversity -- maintaining a variety of plant and animal life -- will be the focus of a U.N. conference in China in May and then a theme at the next major climate change conference in November in Glasgow. It’s expected to lead to more specific targets after dozens of countries pledged last year to reverse biodiversity loss by 2030.“We keep talking about nature as the birds that we have to protect, as the endangered species,” said Nina Seega, research director for sustainable finance at the Cambridge Institute for Sustainability Leadership. “Whereas in all actuality, nature is crop diversity which guarantees we have food to put on our tables. Nature is the ability of bees to provide pollination services that are vital for food production.”The issue has also been given a spur by the election of U.S. President Joe Biden, who has promised to conserve 30% of U.S. land by 2030, and by a recent U.K. government review led by Partha Dasgupta that emphasized taking into account the value of nature.Ethical Debt Glossary: ESG, SLB, SLL, KPIs and MoreAs demand for environmental, social and governance assets takes off, specialist investors are keen.   • ECB to Show Whether Pledge to Cap Yields Is More Than Just Talk

    (Bloomberg) -- The European Central Bank will reveal on Monday how serious it is about countering rising bond yields.After days of top policy makers saying they won’t tolerate higher yields if they undermine the economy, the institution will publish its latest bond-buying figures at 3:45 p.m. Frankfurt time. A significant increase in purchases would show they are backing their words with action.Yet if the amount is little changed it could convince investors to push on with reflation trades, which are effectively bets the ECB will tolerate higher borrowing costs as the economy begins to recover.Last week, those wagers sent yields across the region surging. Perhaps worryingly for President Christine Lagarde, they also widened the premium investors demand to hold the debt of the region’s riskiest nations, like Italy and Greece.The trend is raising fears that the economic recovery being fostered by the torrent of cheap central bank money could be derailed for the region at large.“Actions speak louder than words,” said Mark Dowding, a money manager at Bluebay Asset Management, who bet on Friday morning that European debt prices will rebound. “If the ECB is serious about wanting to stem a rise in yields, which could bring about a premature tightening in financial conditions, then it will need to act.”European bond markets rallied Monday, lead by Italy, which saw the yield on 10-year bonds drop six basis points to 0.70%. Those on their German peers fell three basis points to -0.29%, marking the second day of declines.The focus is on the ECB’s most-flexible bond plan, the 1.85 trillion-euro ($2.2 trillion) pandemic emergency purchase program, the key crisis-fighting tool unveiled by the central bank in the early days of the outbreak. In the week ended Feb. 19, the central bank increased its holdings by 17.2 billion euros, barely any higher than the previous week.The weekly ECB data will be for the euro area as a whole -- country breakdowns for the pandemic program are only published every two months, so it won’t be clear if policy makers are targeting specific bond spreads.Over in the U.S., the economy is rapidly recovering as vaccines are rolled out quickly and where the government is preparing a massive fiscal stimulus package. In contrast, the euro-zone has been slow in inoculating the population and has had to extend business and social restrictions to contain the virus.Its fiscal support is also smaller, and a breakthrough recovery fund won’t kick in until the middle of the year. The economy is set to contract this quarter, and the ECB expects any inflation spikes this year to be only temporary, with job losses and uncertainty pushing down on prices.Read more: Europe’s Recovery Choices Will Leave It a Year Behind the U.S.Lagarde kicked off the past week by saying policy makers are “closely monitoring” nominal government bond yields because banks use them as benchmarks for the cost of loans to companies and households.Chief Economist Philip Lane said on Thursday that the central bank will use the flexibility of its pandemic program to prevent any tightening of financial conditions that is “inconsistent” with its inflation goal.     (Bloomberg) -- President Joe Biden’s plans for a new era of tough Wall Street oversight will take center stage this week when two of his top regulator picks face questions from Senate Banking Committee members at a Tuesday hearing.Gary Gensler, whom the White House has tapped to head the Securities and Exchange Commission, and Rohit Chopra, the administration’s choice to lead the Consumer Financial Protection Bureau, are likely to win confirmation, lawmakers and financial executives say. Yet their strong support from progressive Democrats means they’re certain to get pointed questions from Republican senators about their plans to crack down on businesses.The wild rally in GameStop Corp., the explosion of blank-check companies and apps -- like Robinhood Markets’ platform -- that have prompted millions of novice investors to start trading are sure to be focuses. The biggest banks, hedge funds and private equity firms are also likely to be spotlighted, particularly after four years of rule cutting under former President Donald Trump.Gensler, 63, is well known on Wall Street after leading the Commodity Futures Trading Commission during the Obama administration and making a fortune decades earlier at Goldman Sachs Group Inc. Chopra, a 39-year-old Federal Trade Commission member who helped Senator Elizabeth Warren set up the CFPB, would run an agency that Democrats want reinvigorated to protect consumers from abuses involving credit cards, mortgages and high-interest loans. Republicans would prefer it remain in the slumber that defined the bureau in the Trump era.“There remains a sharp divide between Republicans and Democrats on the role of the CFPB in financial regulation,” said Andrew Olmem, National Economic Council deputy director in the Trump administration who is now a partner at the Mayer Brown law firm. “This is a very important nomination because a new director can significantly shift the direction of the CFPB.”What follows is a breakdown of policy topics that Gensler and Chopra will confront at the hearing -- and, if confirmed, in their jobs:Retail InvestorsThe popularity of commission-free trading -- spearheaded by Robinhood -- has forced regulators to grapple with new questions. Top among them is “gamification” and the proliferation of apps that make investing fun but that critics claim inappropriately hook consumers with nudges and prompts to keep them trading. Determining whether and how to respond is something Gensler will have to grapple with. The issue could also fall under the purview of Chopra and the CFPB.The GameStop frenzy has prompted additional regulatory concerns, including whether unsophisticated investors should be able to so freely engage in risky trading involving options. Bubbles, too, will be on senators’ minds. A number think the SEC should do something about the eye-popping rise of unregulated Bitcoin and other cryptocurrencies. Another potential target is special purpose acquisition companies, or SPACS, which are essentially corporate shells that issue shares before investors even know what their money is being used for.Market StructureThe GameStop saga has made lawmakers wake up to the inner-workings of the stock market. Practices like off-exchange trading and Robinhood and other brokers selling their customers’ orders to so-called market makers like Citadel Securities are getting unprecedented attention on Capitol Hill.Short-selling has also come under fire after it emerged that hedge funds making bearish bets had borrowed more than 100% of GameStop’s outstanding shares. In the face of all that complexity, lawmakers will want to know how Gensler plans to ensure that markets are fair for average Americans.Private EquityAmong the Banking Committee Democrats who have most relished going after private equity are Chairman Sherrod Brown of Ohio and Warren of Massachusetts.Warren introduced the “Stop Wall Street Looting Act” in 2019 calling for new rules for buyout firms, and she made the industry’s treatment of workers a centerpiece of her unsuccessful 2020 presidential campaign. She and Brown have said they will continue to press the issue and have ideas for how Gensler can use the SEC to add new oversight. Giving impetus to their plans is a successful push by private-equity firms during the Trump administration to be included as an investment option in corporate retirement saving plans.EnforcementWall Street could soon find itself subject to lots more investigations launched by the CFPB, which was created to crack down on industry abuses that Democrats argue spurred the 2008 financial crisis. Beyond big banks, the agency under Chopra may also focus on payday lenders, student loan providers and on issues tied to the retail trading boom.At the SEC, wielding the agency’s powers to probe and sanction companies is where Gensler can make his biggest impact. A high-profile case against a major bank or hedge fund can ripple through the finance industry, deterring other firms from engaging in similar conduct. During the Trump era, busting Wall Street titans was rarely a priority, something progressives expect Gensler to change quickly.CryptoBitcoin has skyrocketed more than 400% in the past year and Coinbase, a trading platform used by millions American, is on the cusp of one of the biggest initial public offerings in years. Yet, despite all the buzz, cryptocurrencies are still a big question mark for Wall Street. Industry backers say that an impediment to broad adoption is a clear legal framework and a lack of regulatory clarity from the SEC.It’ll probably fall largely on Gensler, who has been teaching about digital tokens at the Massachusetts Institute of Technology, to determine how to regulate the industry. Thorny topics he will likely have to deal with include whether to approve a crypto based exchange-traded fund, and how aggressively to pursue a high-profile lawsuit the SEC filed last year against Ripple Labs Inc. for allegedly misleading investors by selling more than $1 billion of virtual tokens without registering them with the regulator.Climate ChangeProgressives want Biden’s financial regulators to play a crucial role in addressing climate change, including by pressing companies to reveal more about how global warming affects their bottom lines.     (Bloomberg) -- China’s bonds stood out as a haven last week when investors fled from virtually everywhere including Treasuries and high-yielding developing-nation debt.Funds poured $671 million into exchange-traded funds tracking yuan bonds over the past five sessions, taking inflows so far this year to $2.2 billion, data compiled by Bloomberg show. In contrast, they offloaded almost $600 million of emerging-market notes last week.China’s bonds have largely escaped the tumult in global debt markets, with yields on the benchmark holding firm on Thursday while that on Treasuries soared more than 20 basis points. With strategists warning of more volatility in the days ahead, investors may find safety in the more-insulated Chinese debt market where fears of sudden monetary tightening is less prevalent.“China bonds are likely to be a safe haven now -- stable policy and growth make them less volatile compared to global peers, while yields are also more attractive,” said Xing Zhaopeng, a senior China strategist at Australia & New Zealand Banking Group Ltd. in Shanghai. “The notes’ relative performance this year will be better than bonds sold by other major economies.”China’s sovereign notes are the third-best performer globally in February, according to data compiled by Bloomberg, thanks to their interest-rate advantage and inflows spurred by the nation’s inclusion in global bond indexes. The authorities’ successful containment of the coronavirus outbreak has also allowed the economy to rebound quicker.The iShares China CNY Bond UCITS ETF, which tracks the Bloomberg Barclays Index of Chinese government and policy bank debt, saw the largest inflows among all similar contracts this year, data compiled by Bloomberg showed. The fund gained 8.8% over the past year, beating most global peers.Overseas investors are also buying more Chinese notes directly. In January, they purchased $27 billion of bonds in the interbank market, the most according to data going back to 2014. Sovereign securities accounted for $19 billion of the total inflows.Over the past year, global investors boosted holdings of ETFs tracking China bonds by $5.6 billion, including secondary classes of the securities, according to data compiled by Bloomberg.     (Bloomberg) -- New World Development Co.’s Adrian Cheng is planning to raise funds through a special purpose acquisition company in the U.S., according to people familiar with the matter, making him the latest Hong Kong tycoon to jump on the blank-check firm bandwagon.Cheng is working with advisers on the potential SPAC’s initial public offering, said the people, asking not to be identified as the information isn’t public. The blank-check company could raise $200 million to $400 million, one of the people said.Deliberations are at an early stage and details such as size and strategy could still change, they said. A representative for New World said the company had no immediate comment.Cheng, who’s the chief executive officer of New World, joins fellow Hong Kong tycoons Li Ka-shing and Richard Li in planning a blank-check company, tapping what has become a red-hot market in the U.S. with over $60 billion raised through the vehicles, more than half of the total amount fetched in all of 2020, data compiled by Bloomberg show.SPACs raise money from investors and then look to acquire another business, usually a private one, within two years. Historically just a U.S. product, a growing number of Asia-based funds and financiers have been setting up blank-check companies with the aim of snapping up a target in the fast-growing region.So far this year, eight blank-check companies backed by Asian sponsors including Primavera Capital and Hopu Investment have gone public in the U.S., raising a total of $2.42 billion, according to data compiled by Bloomberg. Aviva, which manages 522 billion pounds ($729 billion) of assets, will report annually on its progress and also announced a series of interim targets, including an ambition to reduce the carbon intensity of its investments by 60% by 2030.Banks, insurers and other financial-services firms are under growing pressure to demonstrate to investors, regulators and the public how they’re playing their part to address the threat of climate change and preparing their businesses for a future economy that’s much less dependent on fossil fuels. Many have responded by pledging to reach net-zero emissions several decades into the future, typically by 2050. While that gives them plenty of time to achieve the targets, reducing emissions across a diversified portfolio is no small undertaking.“We have a huge responsibility to change the way we invest, insure and serve our customers,” Aviva Chief Executive Officer Amanda Blanc said in the statement. “For the world to reach net zero, it’s going to take leadership and radical ambition.”Aviva said its net-zero goal includes shareholder and policyholder assets where it has decision-making control. It also covers the company’s holdings of corporate credit, equities, direct real estate and sovereign debt.The insurer said it will increase its green investments and allocate a further 10 billion pounds from its auto-enrollment default funds and other policyholder funds into low-carbon strategies by the end of next year.By the end of 2021, Aviva said it will stop underwriting companies that make more than 5% of their revenue from coal unless they have signed up to the Science Based Targets initiative, widely regarded as the gold standard for climate plans. And it will divest from companies that fail to meet this criteria by the end of 2022.Aviva is a member of the Net-Zero Asset Owner Alliance, which was convened by the United Nations and counts many of the world’s biggest pension and insurance funds among it members.     (Bloomberg) -- Investors will soon discover if Hong Kong’s Hang Seng Index will undertake one of the biggest overhauls in its 51-year history, a move that would impact tens of billions of dollars in funds tracking the stock benchmark.On Monday, Hang Seng Indexes Co. will offer its conclusion after an industry consultation over proposed changes to the city’s stock benchmark, which if approved would increase the number of member constituents, cap weightings of individual companies and fast-track new listings. The announcement is expected shortly before a press briefing that starts at 4:30 p.m. local time.The city’s stock market is already undergoing change at a time when China’s tech giants hold growing sway, forcing the index compiler to act on a staid gauge overstuffed with banks and insurers. Hong Kong has become the preferred venue for a wave of Chinese megacaps to sell shares, including standouts like Kuaishou Technology, which surged 161% at its debut in early February after holding the world’s largest internet initial public offering since Uber Technologies Inc.The announcement will also come on the heels of a record buying frenzy from mainland traders that propelled the HSI past the 30,000 point level in January for the first time since May 2019, led by heavyweights like Tencent Holdings Ltd. and Hong Kong Exchanges & Clearing Ltd.
