Issue of promotion of state govt employees rocks Bihar Assembly

Patna, Mar 01 (UNI) The Bihar government today said the promotion of the state government employees has been stopped by the order of the Supreme Court .
Replying to a short noticed question of RJD MLA Raj Kumar Singh during pre-lunch sitting in the state assembly, Bihar Energy Minister Vijendra Yadav said the promotion of the employees was stopped in order to maintain status quo as per the order of the Supreme Court.
Responding to this the RJD member Alok Mehta said the apex court's order on the related issue has been analysed wrongly.
The Supreme Court's order was for maintaining status quo on the contempt and not on the promotion, he stated.
Demanding the tabling of the court's order for proper reanalysis, Mr Mehta asked why the promotion of the state government employees on the basis of the government's resolution adopted in the year 2016.
He said that the promotions have been pending for the past three years and the employees are feeling demotivated and facing financial loss.
In his reply, the minister said that the Patna High Court on April 1, 2019 construed the ongoing promotion process as contempt of the court's order.
Later, the Supreme Court on April 15 of the same year ordered to maintain status quo following which the promotion process was stopped, he added.
To this Mr Mehta again said that the status quo order was issued on contempt and not to stop the promotion.
Earlier, Mr Rajkumar Singh through his short noticed question said that the promotion of more than twenty thousand employees of the state government was hindered by the order of the state government issued on April 11, 2019.
He said that following this, the government's functioning was adversely affected and the state government employees were facing financial loss and added that the order of the government was not in accordance with the order of any court.
He asked the government to inform when it would initiate the process of promotion of the state government employees.
