Centre intends to give local boost to local area development: Om Birla

Shillong, Feb 26 (UNI) Lok Sabha Speaker Om Birla on Friday said that the central government
intends to give a local boost to the local area development through ‘vocal for local’
Addressing an outreach programme which included representatives from Autonomous District Councils (ADCs) and Panchayat Raj institutions from the Northeast here in Meghalaya, Birla said
the ADCs hold a pivotal place in the process of local development.
“Members have full knowledge of strengths of local areas which can be optimally used for their
socio economic development,” he added.
Emphasising the importance of the role played by the ADCs, Birla said these local self
governments are “symbol of both democracy and development.”
He said there are several provisions in our constitution providing optimal opportunities for development of all areas in the country.
“North East India is quite distinct from the geographical and Socio-cultural point of view, therefore keeping it in view, a special provision for ADC for these states has been made in the Sixth Schedule
of our Constitution,” Birla informed.
The Speaker said solution to all the problems can be achieved through constructive discussion
and dialogue in a democratic set up.
“The sense of our collectivism is our real power. As long as we are united we can overcome any problem. The nation is strong as long as we are united,” he emphasised.
Birla said, fulfillment of regional aspiration and national integration are equally important to
strengthen democracy.
He added that it is “our responsibility” to make a collective effort to make democracy strong, transparent and accountable.
The Speaker also informed that a Standard Operating Procedure (SOP) is being formulated
for all Panchayats Raj institutions and other local bodies of the country after a comprehensive
discussion.
Meanwhile, the Speaker said discussions would be held to amend the 10th schedule of the constitution and bring in anti-defection law in the ADCs as requested by Meghalaya Chief
Minister, Conrad Sangma.
