WESTLAKE, Ohio (AP) _ TravelCenters of America LLC (TA) on Thursday reported a fourth-quarter loss of $6.1 million, after reporting a profit in the same period a year earlier.

On a per-share basis, the Westlake, Ohio-based company said it had a loss of 42 cents. Losses, adjusted for non-recurring costs, came to 28 cents per share.

The truck-stop operator posted revenue of $1.29 billion in the period.

For the year, the company reported a loss of $13.9 million, or $1.23 per share, swinging to a loss in the period. Revenue was reported as $4.85 billion.

TravelCenters shares have decreased 11% since the beginning of the year. The stock has more than doubled in the last 12 months.

    Some critics of President Biden’s $1.9 trillion relief bill charge that it is too generous, citing among other things the hundreds of billions of dollars that remain unspent from earlier relief efforts. “There's over a trillion dollars of money unspent from previous relief bills that were bipartisan," Republican Rep. Steve Scalise of Louisiana said last week. “The money's still sitting in a bank account and we're going to pass $1.9 trillion of additional spending to bail out failed states, to raise the minimum wage?” Donald Schneider, an analyst at market research firm Cornerstone Macro who served as chief economist for the GOP House Committee on Ways and Means, recently tallied the unspent funds and came up with a total of more than $1 trillion (see the chart below). Congress authorized a bit more than $4 trillion in Covid relief spending in the Cares Act and the December relief bill, but has disbursed only about $3 trillion so far. However, the unspent funds are not quite what critics seem to think. According to the Committee for a Responsible Federal Budget, the nonpartisan group that provided the data Schneider used in his analysis, “the question of how much relief money remains is a complicated one.” Most of the money is allocated and will be spent in the future, CRFB says, and a small amount will likely never be spent. CRFB’s Marc Goldwein said Wednesday that small business assistance and Medicaid account for much of the undisbursed funds, with the payout for medical expenses occurring over a timeframe of several years. Referring to the Paycheck Protection Program (PPP) and Economic Injury Disaster Loans (EIDL) for small businesses, Goldwein tweeted: “Lots of PPP still to issue, slow/low demand for the EIDLs, and future Medicaid payments to states make up a lot of what’s left available.” Like what you're reading?     (Bloomberg) -- As pot stocks surged this year amid nationwide legalization hopes, a relatively obscure group of biotechnology companies have echoed their moves.Drugmakers that target the endocannabinoid system -- which is believed to play a key role in regulating body weight and controlling energy balance -- have skyrocketed in 2021. While those biotechs wouldn’t necessarily benefit from any legislative push for the pot industry, analysts say the stocks have jumped on the idea that they would be associated somehow with cannabis. And they are not.Take Corbus Pharmaceuticals Holdings Inc., for example. The Norwood, Massachusetts-based company that develops drugs to treat inflammatory and fibrotic diseases has almost doubled this year. That huge rally compares with an advance of less than 2% for the S&P 500 Index. Similar developers such as Artelo Biosciences Inc. and Zynerba Pharmaceuticals Inc. have enjoyed gains of 167% and 35%, respectively.Such meteoric ascent has also been reflected in cannabis companies like Sundial Growers Inc. and Tilray Inc., which have almost tripled in 2021. Meanwhile, a proxy for the pot industry, the $1.9 billion ETFMG Alternative Harvest ETF (MJ), has jumped 59% in the span.“It’s kind of a co-mingling of two different worlds,” said Leland Gershell, an analyst at Oppenheimer & Co. in New York. The fact that cannabis is growing in terms of its acceptance “is making the market more supportive of any company that has that in its name,” he added.For Jason McCarthy, an analyst at Maxim Group in New York, the excitement around the legalization of cannabis has created a “follow-on effect,” drawing investor interest to companies working in the endocannabinoid space.Other analysts cite the fact that biotechs have benefited from retail-investor attention this year.     (Bloomberg) -- The power supply shortages that slammed Texas last week drove spot electricity prices sky-high for some locally owned utilities, with one town on the hook for more than $200 million and other municipalities anxiously awaiting their bills.Denton, northwest of Dallas, racked up at least $207 million in power purchases over the span of a few days, more than triple its entire electrical power costs for fiscal year 2020. It left the city of 140,000 without enough cash to keep buying power at market rates and said in regulatory filing it may need to borrow more money to cover the costs.Across the state, local utilities that were forced to buy power at prices as high as $9,000 a megawatt-hour when a deep freeze hobbled the state’s power grid are potentially facing outsize debts that could wreck their credit rating and linger on their balance sheets for years.“I continue to wait for other shoes to drop,” said Kit Konolige, a senior utilities analyst at Bloomberg Intelligence.Related: Texas Power Producers Blame ‘System’ Failures for OutagesCPS Energy, a municipally owned utility in San Antonio, said it expects its costs from the winter storm to be “substantial” and is considering ways to limit the impact on its 840,750 electric customers.“While fuel charges are normally passed on to customers, our team will pursue every financing tool within our ability to spread the financial impact over years,” the utility said in a statement. “Spreading out the costs, if approved, will minimize the impact to customer affordability, which is important since the community has already been through a very difficult time.”Fitch Ratings on Wednesday placed all retail and wholesale electric utilities operating within the Electric Reliability Council of Texas, the grid operator known as Ercot, on rating watch negative. San Angelo, a West Texas town on the outskirts of the Chihuahuan Desert saw a record-shattering 10.1 inches of snow on Feb. 1. But it had fixed price contracts before the storm hit. “The good news is, we were a city who did have a guaranteed contract,” San Angelo Mayor Brenda Gunter said.Still, many other local utilities remain unsure what the disaster cost them. Officials in Bridgeport northwest of Dallas said they have yet to received a power bill.     (Bloomberg) -- India joined the global regulatory push to rein in Silicon Valley technology giants, tightening rules that govern how social media and streaming companies do business in the world’s biggest democracy.The new rules that come into immediate effect will require the likes of Facebook Inc. and Twitter Inc. to take down unlawful content quicker, Minister Ravi Shankar Prasad said in an online briefing Thursday. Messaging apps can be asked to provide the identity of the originators of unlawful messages on their platforms, Prasad said, implying the likes of Whatsapp may have to break the encryption and dilute users’ privacy safeguards. Streaming services such as Netflix Inc., Google’s YouTube and Amazon.com Inc.’s Prime Video face stricter oversight over content containing sexually explicit scenes, violence and abusive language, according to the new rules.Already under scrutiny from Australia and Europe to their home turf of the U.S., the tech giants can now add their most important emerging market to the list of countries whose regulators are paying closer attention. Policy changes have the potential to slow down the companies in a market that’s already the largest for some of them in terms of the number of users.‘Take Control’“Governments everywhere are trying to take control of the free flow of information and not relinquish it to any one social or technology company,” said Ashutosh Sharma, research director at Forrester Research Inc. “We’re moving towards a world where social media will be regulated in some form or the other.”“The details of rules like these matter and we will carefully study the new rules that were just published,” a Facebook India spokeswoman said in an emailed response. “Facebook is committed to people’s ability to freely and safely express themselves on our platforms.Local representatives of Whatsapp, Netflix, Amazon and Disney+ Hotstar didn’t immediately comment on the new regulations.Large social media platforms will need to appoint a chief compliance officer, a nodal contact person, a grievance officer, all of them resident in India, according to Prasad, India’s minister of electronics and information technology. “Platforms will be required to give monthly compliance reports,” he said, and companies have three months to ahere to the new rules.Increased CensorshipThe new rules replace a previous code from 2011. Draft versions that have been circulating recently have attracted criticism from freedom-of-speech activists and technology trade groups concerned the rules will result in increased censorship and reduced user privacy.“The Rules could undermine the principles of open and accessible internet,” New Delhi-based Software Freedom Law Center said in an emailed comment. The “traceability provision” will undermine the end-to-end encryption services offered by instant messaging platforms as well as the privacy of private communication, it said.India’s fast-growing digital economy is headed toward 1 billion users by 2025, prompting the deep-pocketed corporations to battle for market share in everything from online retail and digital payments to messaging and streaming.Facebook’s namesake social network is used by 410 million people in India and its WhatsApp messaging service by 530 million, said Prasad, while YouTube has 448 million users, Instagram 210 million and Twitter 17.5 million.Besides the global giants, the new rules -- called Intermediary Guidelines and Digital Media Ethics Code -- are set to affect a swath of Indian startups. Beyond streaming and messaging, the code will also set guidelines for digital publishers of news and current-affairs content.The social media platforms were becoming increasing rife with fake news and were being used to hurt religious sentiments, the Ministry of Electronics and Information Technology said in a statement after the media conference.“Over the years, the increasing instances of misuse of social media by criminals, anti-national elements have brought new challenges for law enforcement agencies,” the ministry said. “ These include inducement for recruitment of terrorists, circulation of obscene content, spread of disharmony, financial frauds, incitement of violence, public order etc.”The new guidelines follow the Indian government’s dispute with Twitter over allegedly inflammatory tweets supporting farmer protests, with the messaging service refusing to comply with certain blocking orders. Meanwhile, an Amazon Prime Video original series “Tandav” was ordered by authorities to be re-edited following protests over its depiction of Hindu gods and goddesses.The new rules “have the potential to fundamentally change how the internet is accessed and used by millions of users across India,” India-based digital liberties campaigner, Internet Freedom Foundation said on its website.
