What is the Meebhoomi land record of Andhra Pradesh?
In June 2015, the Andhra Pradesh government launched the Meebhoomi portal, a digital depository of land records, to provide plot details online and to make it accessible for public use. At present, the Meebhoomi portal offers the following details to citizens:
- Land owner details
- Area, assessment
- Providing Meebhoomi electronic passbook
- Water source, soil type
- Nature of possession of land
- Liabilities
- Tenancy
- Crop details
Apart from this, landowners can also download land information and Record of Rights (ROR) from the portal. Locally, these are known as Adangal and 1-B.
What is Adangal?
Also termed as Village Count Number 3, Adangal is maintained by the village administration, to keep a detailed account of land, including type of land, nature, liabilities and other official information.
How to view and download Meebhoomi Adangal?
Follow this step-by-step procedure to view and download your Adangal online:
*Visit the Meebhoomi portal and click on ‘Adangal’ from the top menu.

*From the drop-down menu, you can view your personal Adangal, as well as Village Adangal. Choose any one of them.

*You will be redirected to a new page where you can find information, after submitting requisite details such as district, zone, village name, etc. You can search land records on the basis of four criteria – survey number, account number, Aadhaar number and automation records.

What is ROR 1-B document?
Also known as ROR, it is an extract of land record which is held by the Revenue Department of the state. Prior to the digitisation of records, a register was maintained to list land records for every village separately. Now, you can download it online for official purposes.
How to view and download ROR 1-B document on Meebhoomi?
Follow this step-by-step procedure to view and download your 1-B document online:
*Visit the Meebhoomi portal and click on ‘1-B’ from the top menu and choose 1-B from the drop-down menu.

*You will be redirected to a new page where you can find the necessary information, after submitting requisite details such as district, zone, village name, etc. You can search 1-B document on the basis of four criteria – survey number, account number, Aadhaar number and automation records.

Difference between 1-B and Adangal
The 1-B document is kept by the tehsildar and it mainly has the seller’s details. It can be used for bank loans and court cases, whereas the Adangal is a document that has details about the land type, nature of land and other information related to land only. Adangal also lists information about whether the land has been mortgaged.
How to check land conversion details on Meebhoomi
You can check your land conversion details on Meebhoomi portal by following this procedure-
*Visit the Meebhoomi portal and click on Land Conversion details
*Select the following from the drop-down menu: District, Zone, and Village.
*Click on the submit button and view the details on your screen.
How to view mutation details on Meebhoomi
If you wish to see the mutation information of any specific land in Andhra Pradesh, through the Meebhoomi portal, follow this procedure:
*Visit the Meebhoomi portal and click on ‘1-B’ from the top menu and choose 1-B from the drop-down menu.
*Click on ‘Mutation Information By DateWise’.

*You will be redirected to a new page, where you have to mention the following details – district, zone, village name and mutation date. Submit this information and you can view the details.

How to link Aadhaar with land on Meebhoomi?
You can link or check if your Aadhaar card is linked with your land and account number on the Meebhoomi portal.
* Visit the Meebhoomi portal and click on ‘Aadhaar/other identities’ from the top menu.

*Choose the first option ‘Aadhaar Linking’ to link and check if your Aadhaar number is linked to your account number, by mentioning the district, zone, village and account number/Aadhaar number.

Link other documents with Meebhoomi
You can also link other documents apart from the Aadhaar, to your Meebhoomi portal account. Follow this procedure:
* Visit the Meebhoomi portal and click on ‘Aadhaar/other identities’ from the top menu and choose the second option ‘Mobile number linking/based on identity documents’ from the drop-down menu.
*Mention the district, zone, village and account number. Click on ‘Get details’. Your details will be fetched, where you can upload any of these documents in PDF format – ration card, passport, voter ID card or pattadar passbook.

How to make changes in Adangal and 1-B on Meebhoomi?
If you want to make changes in land records, you can raise a complaint online on the Meebhoomi portal.
* Visit the Meebhoomi portal and click on ‘Complaints’ in the top menu and choose ‘Record of Complaints’.

*Mention the requisite details, including type of complaint, district name, village name, zone name and account number, apart from Aadhaar number, mobile number and address.

How to download Meebhoomi passbook/land ownership certificate in AP
Now landowners can also download their passbook online through the Meebhoomi portal. Here is the step-by-step process to download your electronic passbook:
* Visit the Meebhoomi portal and click on ‘Electronic Passbook’ from the top menu.

*You will be redirected to a new page, where you have to mention your district, zone, village name and account number, along with the registered mobile number. Your passbook will be generated.

How to check your complaint status on Meebhoomi?
You can check the status of the complaint filed for making changes in Adangal and 1-B documents.
*Visit the Meebhoomi portal and click on ‘Complaints’ from the top menu.
*From the drop-down menu, choose ‘The Status of Your Complaint’.
*Select the district name and enter the complaint number.

*The details will be displayed on the screen.

New land survey begins across the state
The state government of Andhra Pradesh has signed a Memorandum of Understanding (MoU) with the Survey of India (SoI) for the biggest land survey in India. The survey will be conducted using high-end technology, such as CARS, drones, rovers, etc., to eliminate measurement errors. A land titling card, which consists of a unique identification number, measurements of the property, name of the owner along with the photo and the total area, would be given after the survey. Digitised cadastral maps would be prepared after the survey. All details of the lands in villages will be on the maps. The title will be displayed in the respective village secretariat for two years, to invite objections, if any. A permanent land title will be provided after two years, upon finalisation. If there are any objections after this process, the government will take responsibility and provide compensation, accordingly. The programme was launched on December 21, 2020.
