Congress leader opposes change in reservation system

Hubballi, Feb 17 (UNI) Former minister and the Congress leader K C Putta Siddha Shetty, who is also the president, Kayaka Samaja on Thursday urged the Karnataka Chief Minister B S Yediyurappa to maintain the Status Quo of the present Reservation system.
Addressing a press conference here, he said that Any change would result in serious injustice to the Backward communities, SC, ST classes, the Poor, Poorest and the downtrodden.
He said that if at all the Government want to appease and deliver justice to all and different groups carrying out Padayatras and Satyagrahas currently in the state demanding reservation, and if they want to give more reservation to the downtrodden, Economically weaker section, then they should increase the reservation level from the present ceiling of 50 percent to 73 percent. So that the backward communities people will get opportunities to come forward and advance themselves Educationally and Socially. Only then there will be some social justice and equality.
He warned that by demanding their inclusion under 2A category, the Strong Groups in the society are trying to usurp the benefits meant for the backward communities.
He said that no State Governments being the executive Wings or the Central Government has any Authority to change the Structure laid down in the Constitution and also as directed by High Courts and the Supreme Court with regard to the grant of reservation, which is only possible by amending the Constitution. There are clear guidelines under the Article 15/4 and 16/4 for granting reservation within the Frame work of Social Welfare department. The Ball is in the court of the Central Government and it is for them to do the needful, he added.
Mr. Shetty alleged that those demanding reservation are in reality trying to seriously threaten the foundation of Mr. Yediyurappa’s government and trying to create an alternative leadership within the ruling BJP against the Chief Minister under the guise of getting their community group included in the list of reservation categories. The Chief minister must handle the situation carefully, and not make any falls promises. Otherwise there will be clashes between different groups demanding Reservations.
He said that currently there are thousands of vacancies as backlogs which are not filled up. These jobs are the birthright of the backward classes. The reservation issues must always be handled by the permanent Backward Classes commission and not under the jurisdiction of any State or the Central Government. The Kayaka Samaja will launch an awareness Programme against any injustice to his Community, Mr. Shetty added.
