Odisha: Universities to have maintenance units to look after it’s infrastructure

BHUBANESWAR: The higher education department on Wednesday asked the Odisha State Police Housing and Welfare Corporation (OPHWC) for setting up of a maintenance unit in each university to take up day-to-day maintenance work of the university infrastructure/facilities.

According to the state government’s decision taken last year, OPHWC has been designated as the sole executive agency for all infrastructure works of the 13 state public universities coming under the higher education department. Accordingly, the universities have assigned a number of infrastructure works to OPHWC in future.

However, an area which often remains neglected in these universities is the day-to-day maintenance of university infrastructure and facilities. “As university infrastructure and facilities grow larger every year, the universities face a lot of difficulties in keeping their ever-increasing infrastructure and facilities well-maintained. For this reason, we request the corporation to set up a maintenance unit in each of these universities for maintenance of university infrastructure and facilities,” said higher education department secretary Saswat Mishra in a letter to OPHWC.

He said the maintenance unit should comprise of suitable manpower such as electrician, plumber, carpenter, mason and water pump operator-cum-mechanic. The Maintenance Unit should be housed inside the university campus and the institution will provide a suitable place for this. The university will pay OPHWC for expenses of running the maintenance unit which will comprise manpower and material cost, he added.

“As universities are now having very large infrastructure with multiple facilities, this maintenance unit for day-to-day routine maintenance work will go a long way in proper maintenance of the university infrastructure/facilities. Therefore, I would request you to do the needful in this regard at the earliest,” said the department secretary in the letter to OPHWC.


Meanwhile, the higher education department has urged the works department to undertake infrastructure development work for the proposed Odia University at Satyabadi in Puri district. “The architectural plan and design in respect of the proposed Odia University has not been received yet from the chief engineer, Buildings, Odisha government, for which further progress on the matter could not be made,” said Mishra.


He further requested the works department to look into the matter and take appropriate steps for early submission of architectural plan and design according to the proposal of the higher education department.
