Hasnain Masoodi (J&K NC) opposed the Bill.
He said local officers should be recruited in Jammu and Kashmir.
Rajeev Ranjan Singh Lalan (JD-U) said this Bill was directly related to the development of Jammu and Kashmir.
Supporting the Bill, BSP Member Malook Nagar said, ''The rights of Dalits, the deprived and the poor had been taken away in Jammu and Kashmir for 70 years, now the way has been cleared for everyone to get equal rights.''
Supporting the Bill, Nama Nageshwara Rao (TRS) said these provisions were necessary for the development of Jammu and Kashmir.
Earlier, speaking about the Bill, Minister of State for Home Affairs G Kishan Reddy said 170 Central Acts were being implemented in Jammu and Kashmir.
He said the cadre strength needed improvement and those with experience of Union Territory administration were needed.
