MANGALURU: A 48-hour preparation window was all that the district administration got to launch Karnataka’s first pilot Jilladikarigale Hallige Nadeyiri. Yet when the maiden edition of this event rolled out at Nalkuru village in Brahmawar taluk on Saturday, the revenue department put its best feet forward to address issues that people in this remote forested area had. A total of 147 applications addressed on the spot held a mirror to the day’s proceedings.
While the exercise will be held in all districts on the third Saturday of each month, the pilot held at the direction of the chief minister and revenue ministers saw the district administration literally bring the administration to the doorsteps of Nalkuru residents. Deputy Commissioner G Jagadeesha said the aim of this exercise is to ensure that the administration is aware of the grassroots issues and resolve the same at this event or refer it to competent authority.
While the event per se will focus on issues pertaining to the revenue department, it will also address issues that people have with other government departments. “We will submit a report to the government on the experience of this pilot as directed by revenue minister R Ashoka next week. These inputs will help the government formulate clear guidelines on how this monthly affair has to be implemented in other districts from next month,” he said.
Petitions will be accepted a week in advance henceforth. On the spot orders will be issued wherever possible. Each petition so received will be taken to its logical end. Issues pertaining to social security schemes by weeding out of deceased/ineligible beneficiaries, ration card to BPL families, focus on working of anganwadis, visits to on-going government work sites, crematorium to check for basic facilities will form part of the programme, he said.
Revenue department will hold a ‘pauthi katha’ adalat and address issues of transfer of RTC to current heirs by suo moto accepting affidavits from existing heirs. While mismatches in column 3 and 9 of RTC have been largely addressed with only 24 cases pending, Jagadeesha said issues pertaining to 11E revenue sketches too will be addressed and steps taken to issue them forthwith. Corrections in Aadhaar cards too will be carried out, DC said.
QUOTES
· Nalkuru/Nencharu were chosen for the pilot in that they are away from the taluk headquarters and people need to commute long distances to reach the taluk office or DCs office. Every issue that can be addressed at the level of deputy commissioner will be addressed on the spot and ones that require policy interventions will be sent to the government. This is an attempt to instil confidence in the administration. – Sadashiva Prabhu, additional DC.
· Out of the 2000-odd acres in the village, 90% survey numbers come under deemed forest and reserved forest. Many families have applied for regularisation under 94C. There are at least 150 families in government land awaiting regularisation. Ashraya houses are pending and more such houses need to be given to people. Without RTC, zilla panchayat cannot give them facilities despite having funds. – Pratap Hegde, chairman, standing committee, health and education, Udupi ZP.
