NEW DELHI: The Modi government has cancelled the ad-hoc promotion of 8 under-secretaries across various Central departments, due to their non-joining/non-assumption of charge to the promotional post.
The government has also debarred them from ad-hoc promotion for a period of one year from the date of issue of promotion orders.
The eight officers belonging to Central Secretariat Service were among the 174 under-secretaries given ad-hoc promotion to the grade of deputy secretary through an order issued on December 11, 2020.
The officers were asked to assume the new charge immediately and not later than December 21, 2020, "failing which the promotion orders with respect to non-joinee officers will be liable to be withdrawn, apart from debarment from ad-hoc promotion or other suitable consequences".
Stating that the ad-hoc promotions were ordered as a special dispensation for ensuring efficiency in government's functioning and to address the urgent requirement of various cadre units for manpower at various levels, the department of personnel and training in an order issued on Tuesday said their non-joining/non-assumption of charge to the promotional post tantamounts to unwillingness to accept the offer of promotion and hence the ad-hoc promotion in respect of the officers concerned was being cancelled.
Further, the DoPT barred them consideration for ad-hoc promotion to the grade of deputy secretary for a year.
The affected officers are Murari Lal Sharma, on deputation to NDMC; B Thawing Sian Dong, on deputation to North Eastern Council Secretariat; Dipankar Dutta, currently with DRT, Kolkata; and Debashis Dey, on deputation with NTRO.
All four had failed to revert to cadre to avail ad-hoc promotion. Another officer Deo Nath Shah, on deputation with AIIMS Delhi, had conveyed willingness but failed to revert to cadre to avail promotion.
Three other officers -- U K Mukherjee, Lakkireddy Madan Kumar Reddy and Rajender Singh -- were unwilling to join.
