The Central Information Commission has directed the CBI to explain the rules under which look out circulars were issued against liquor baron Vijay Mallya. The CBI had issued a lookout circular to the country's airports in November 2015, changing the order of arrest as soon as Mallya was seen in the bank scam of around 9000 thousand crores.

In this, Mallya was told to inform the CBI as soon as he reached the airport. RTI activist Vihar Durve had asked the CBI to ask why the order for Mallya's arrest was changed, which the CBI refused to disclose.

In October 2015, the CBI had earlier issued directions to arrest or arrest Mallya as soon as he saw it. The CIC has now directed CBI to give complete information on Durve's appeal. Vijay Mallya fled India to Britain in March 2016.
