NSW has reported four new local cases during the 24 hours to 8pm on Tuesday, as acting Premier John Barilaro confirmed the upper part of the northern beaches would remain in lockdown until January 9.

One of the cases was the 18-year-old associated with the Berala cluster who travelled to western NSW reported on Tuesday. There was also another case associated with the Berala area, a household contact of the woman reported yesterday whose infection is under investigation, one in a man in his 20s who is a household contact of the Avalon cluster and one case under investigation.

In light of the additional northern beaches case, Mr Barilaro said the upper part of the local government area would remain under stay home orders until Sunday as planned.

"I know you've been doing it tough: you've been locked down for a period of time, but that was off the back of a significant seeding event, and the transmission of COVID in that area," he said.

"We make these decisions to protect everyone, you, your family, the state and the nation."

All of the 18-year-old's close contacts have tested negative, Chief Health Officer Kerry Chant said.

NSW recorded 32,667 tests during the 24 hours: in line with the usual bump in tests reported on a Wednesday after lower numbers from the weekend. The state recorded one new case in a returned traveller in hotel quarantine.

The new infections come after NSW reported four local cases on Tuesday and police continue to stamp down on various breaches of public health orders.

A man who allegedly tried to leave his hotel quarantine room is among eight people in NSW facing legal penalties following police operations on Tuesday.

Police were called to a quarantine hotel on Elizabeth Street in the CBD just after 8am following reports a man who had travelled to Sydney from Los Angeles had been attempting to leave his room.

The man, who is from Queensland, had refused to be tested for coronavirus during his stay and was therefore required to be quarantined for 24 days (10 additional days). Police will allege in Parramatta Local Court on Wednesday that the man challenged police in the hallway and had to be physically escorted back to his room.

In a separate incident, a 23-year-old Guildford man received a $1000 fine after police received reports he had been hosting a party of 30 to 40 people at his home. Police issued $200 fines to six people who were not wearing a mask when required under the public health order on Tuesday.

On Tuesday, locals lined up for testing in the small western NSW town of Nyngan after a man, whose infection is included in Wednesday's figures, took a 900 kilometre road trip from Broken Hill to Orange. Testing capacity has been scaled up at a number of locations in the state's west.

Speaking on the Today show earlier this morning, Mr Barilaro said people should use "common sense" when it comes to regional travel, praising the effort of contact tracers.

"At this stage there is no need to restrict travel to the bush. My message has been if you can avoid travelling into Sydney or out of Sydney, please do," he said.

On Tuesday night, NSW Health added a number of western Sydney venues to their list of exposure sites.

Anyone who visited Merrylands RSL on Monday, December 28 between 4pm and 4.45pm, Saravanaa Bhavan Indian restaurant at Parramatta on the same date between 10.20am and 10.50am or Ollie Webb Cricket Ground on the same date between 7.30am and 11am should immediately get tested and self-isolate.

The same advice has been issued for people who attended Sydney Murugan Temple at Mays Hill on New Year's Day between 12.40pm and 1.30pm as well as Sydney Marina Dine In & Take Away at Pendle Hill on Sunday between 12.30pm and 12.50pm.

Meanwhile in Victoria, thousands have been directed to self-isolate after person who attended day two of the Melbourne Test at the MCG on December 27 and shopped at Chadstone Shopping Centre on Boxing Day later tested positive for coronavirus.

The man in his 30s was the sole local coronavirus case reported in Victoria on Wednesday following 37,509 tests. He has no apparent links to an existing cluster centred at a south-east Melbourne Thai restaurant.

Victorian health authorities believe the man was not infectious at the MCG or shopping centre but it is possible he caught the virus at either site.

"Household links and the people he visited are more likely to be links, but we’re trying to be cautious," Victorian Deputy Chief Health Officer Allen Cheng said.
