Haryana power discoms project revenue gap of Rs 9,626 crore

With the project revenue gap of Rs 9,626.8 crore for the next financial year, the two electricity distribution companies (discoms) — Uttar Haryana Bijli Vitran Nigam (UHBVN) and Dakshin Haryana Bijli Vitran Nigam (DHBVN) — have submitted the annual revenue requirement (ARR) of total Rs 33,799.95 crore before the Haryana Electricity Regulatory Commission (HERC) on Monday.

According to information, UHBVN has submitted the ARR for 2021-22 for Rs 14,957 crore, while DHBVN has submitted ARR for Rs 18,843 crore. It includes the power purchase agreement (PPA) cost of Rs 12,312 crore under various heads.

The statement shows that the distribution companies had recovered Rs 1,141 crore as the FSA from current financial year. HERC has fixed January 21 as date of hearing for the UHBVN, while January 28 has been fixed as the date of hearing for DHBVN.

For the first time, in the wake of Covid-19 guidelines, the hearing will be held through videoconference and those intend to participate in hearing can file their objections by January 25, said the HERC official.

For the past two year, the distribution companies had not increased the tariff rate. As the revenue gap of Rs 9,626 crore has been project, the distribution companies can request for new increased tariff order or permission to levy fuel surcharge adjustments (FSA). However, FSAs can be enforced even without taking the HERC route.

According to information, due to lockdown the distribution companies had registered lesser electricity sales as projected in the ARR for the current financial year.
