Haryana Pradesh Congress has been running without a grassroots organization for six years. Leaders have been blaming each other for the party's plight in the state. But despite being close to the Gandhi family, for the first five years, Ashok Tanwar and now Kumari Selja have not been able to create an organizational structure.

The leadership did not approve of Tanwar's office-bearers who left the party just before the election. Tanwar, however, could not prepare the leadership in his favor against Hooda. At the time of Tanwar, Hooda was the biggest obstacle in making the district and block president.

That is why the party has been running without an organization for six years. Shailaja is the president for almost a year but could not form the state executive. Due to its proximity to Delhi, Haryana is monitored by the central leadership, so no president can form an organization according to his mind. The new in-charge of the state, Vivek Bansal, also admits to the weakness of the grassroots organization. He said that officers will be made in two to three months.
