Bill to abolish state-run madrassas passed in Assam Assembly

Guwahati, Dec 30 (UNI) The Assam Assembly on Tuesday passed a bill to abolish all government-run madrassas in the state, even as the Opposition parties staged a walk-out when their demand to send the bill to a Select Committee was turned down.

The Assam Repealing Bill, 2020, which seeks to abolish the government-run madrassas and convert them into regular schools, was passed by a voice vote on the last day of the three-day Winter Session.

The Opposition Congress and All India United Democratic Alliance (AIUDF), moved amendments to the Bill, and had demanded ‘proper discussion’ on the matter and wanted a Select Committee to look into it.

However, Education Minister Dr Himanta Biswa Sarma turned down the request, prompting the Opposition to walk out of the House before the Speaker could place it for voice vote.
The Bill will abolish the two existing acts -- The Assam Madrassa Education (Provincialisation) Act, 1995, and The Assam Madrassa Education (Provincialisation of Services of Employees and Re-Organisation of Madrassa Educational Institutions) Act, 2018.
As per the Bill, all madrassas will be converted into upper primary, high and higher secondary schools with effect from April 1 next year with no change of status, pay, allowances and service conditions of the teaching and non-teaching staff.
“I feel this is going to be a gift to the minority community in Assam. The students studying in these madrassas will hail the decision after 10 years,” Dr Sarma said, in reply to the Opposition members' objections.
