Rajya Sabha MP Sonal Mansingh has given notice of breach of privilege against Delhi Chief Minister Arvind Kejriwal. The famous classical dancer alleges that Kejriwal while speaking on agricultural laws in the Delhi Legislative Assembly, has gross contempt of the Upper House of Parliament.
Mansingh has objected to Kejriwal's claim in the notice filed with Speaker M. Venkaiah Naidu that the presiding officer of the House announced the passage of the three agrarian reform bills despite opposition members seeking division of votes. Mansingh, who is associated with the BJP, is a Rajya Sabha nominated MP.
He has mentioned Kejriwal's speech in Hindi in the notice filed on Wednesday. According to the notice, Kejriwal said that for the first time in the Rajya Sabha, three bills have been passed without any voting. Mansingh alleges that this statement of Arvind Kejriwal is a gross contempt of privilege and gross contempt of the House.
He called Kejriwal's statement a mischievous attempt to tarnish the reputation of the Speaker, Rajya Sabha, and the Upper House of the Indian Parliament. Mansingh said in the notice, the fact that these bills were unanimously passed by the Rajya Sabha showing solidarity and taken into account the fact that these bills are for the welfare of the farming community in the country.

During this time many members of the opposition were protesting near the Speaker's seat. Some members had demanded a split, but it was rejected by Deputy Speaker of Rajya Sabha Harivansh.
Tearing down copies of law is a punishable offense
Demanding action against the leader of the Aam Aadmi Party, Mansingh said, "Arvind Kejriwal tore the copies of all three agricultural laws after using blasphemous words in the Delhi Assembly." This work of Kejriwal is in contempt of Rajya Sabha and also punishable under related rules.
Notice can be sent to the Privileges Committee of the House
Official sources said that now the Chairman of Rajya Sabha will decide to take action on this notice or not. On deciding the action, he will send this notice to the Privileges Committee of the House. It is the committee that will ask the Delhi Assembly to take appropriate action against Kejriwal.
