The Centre and state governments need to continue with the counter-cyclical fiscal measures to sustain the momentum of economic growth which went through a rough patch following the outbreak of the coronavirus pandemic, according to an RBI article.

"Capital expenditure, which collapsed in H1:2020-21, will need to be scaled up as a priority. Public investment in healthcare, social housing, education and environmental protection is the need of the hour to build a more resilient and inclusive economy," said the RBI article on 'Government Finances 2020-21:A Half-Yearly Review'.

First time since April, Dharavi reports no new COVID-19 case

The slum-dominated Dharavi area of Mumbai did not report a single coronavirus infection in the last 24 hours, a civic official said on Friday evening. For the first time since 1 April when the first coronavirus patient was detected in the area, which is among the densest urban settlements in the world, no new case has been detected.

The caseload of Dharavi now stands at 3,788, though the number of active cases is 12, eight of them in home isolation and four in a COVID care centre, the civic official said. So far, 3,464 people have recovered in Dharavi, where 6.5 lakh people are crammed into shanty colonies spread over 2.5 square kilometers.

One in 85 test positive for coronavirus in England as cases spike

 A record number of people have tested positive for COVID-19 in England as millions spend Christmas Day away from friends and family due to a continuing spike in coronavirus infections on Friday.

Figures from the National Health Service's (NHS) Test and Trace network show that between December 10 and 16, 173,875 people received a positive result  the highest weekly total of positive cases and a 58 per cent increase on the previous week. 

Separately, according to the the Office for National Statistics (ONS), positive cases of coronavirus are increasing sharply in parts of the UK, with around one in 60 people now testing positive in Wales and one in 85 in England.

UK returnee tests positive for coronavirus in Indore

A 29-year-old man who returned to Indore in Madhya Pradesh from the UK last week has tested positive for coronavirus, an official said on Friday. It was not yet clear if he has been infected by the new variant of the virus that was detected in the UK.

India and many other countries have barred flights from the UK since the new variant came to light. "We will send this patient's samples to advanced laboratories in Delhi and Pune to know more about the infection. It is not clear if it is the same strain. He has no symptoms but has been admitted in a separate ward under special supervision," Sumit Shukla, in-charge of the Government Super-specialty Hospital here, said.

UK returnee tests COVID-19 positive in Assam

 A traveller from the UK, who arrived in Guwahati a few days ago, has tested positive for COVID-19 and the swab samples have been sent to National Institute of Virology (NIV), Pune to ascertain whether the patient has contracted a new strain of coronavirus, Health and Family Welfare Minister Himanta Biswa Sarma said on Friday.

The person returned to the state recently amid concern over the detection of a mutated and more infectious strain of COVID-19 in the European country and has been admitted to Guwahati Medical College Hospital here, he told reporters.

Karnataka govt says 10 UK returnees test positive

Karnataka Health Minister K Sudhakar on Friday said so far 10 people who have come to the state from the UK have tested positive for COVID-19 and their samples have been sent for genetic sequencing to find out whether it is a new strain of virus that has infected them.

"Among the UK returnees according to information I have about 10 people have tested positive, all their samples have been sent to NIMHANS, two to three days are required for genetic sequencing, once that (report) is out we will get to know whether it is the second strain, and accordingly we will follow necessary procedures for treatment," he said.

Indian expats from Saudi, Kuwait stranded in UAE get free accommodation

Around 300 expats, mostly Indians, stranded in UAE after Saudi Arabia and Kuwait closed their borders to prevent the spread of the new strain of the coronavirus have been provided free accommodation, according to a media report on Friday. The expats have taken an indirect route of flying via the United Arab Emirates to Saudi and Kuwait since there were no direct flights from their home countries, the Gulf News reported.

They were caught off guard with the news about flight suspensions in their countries of residence, after finishing a 14-day mandatory quarantine in hotels and other paid accommodation in the UAE, it said.

US implements guidelines for UK passengers, asks for negative COVID-19 test

The United States will require airline passengers from Britain to get a negative COVID-19 test before their flight.

The US is the latest country to announce new travel restrictions because of a new variant of the coronavirus that is spreading in Britain. The Centers for Disease Control and Prevention says airline passengers from the United Kingdom will have to get negative COVID-19 tests within three days of their trip and provide the results to the airline. 

The agency says the order will be signed Friday and go into effect on Monday. The CDC says because of travel restrictions in place since March, air travel to the US from the UK has been cut by 90 percent.

Last weekend, Britain's prime minister said a new variant of the coronavirus seemed to spread more easily than earlier ones and was moving rapidly through England. Dozens of countries have since barred flights from the UK.

Hong Kong on Friday extended its compulsory quarantine period to three weeks for almost all international travellers, "saying the measure is needed to prevent new, more infectious, coronavirus variants from spreading," AFP reported.

No cafes, no tourists: Virus empties streets of old Athens

It's been a while since visitors to Greece sought out souvenirs in Athens' oldest neighbourhood. The winding streets of Plaka, laid out long before the city imported a grid system, are lined with closed stores behind aluminum shutters. 

The coronavirus pandemic has kept tourists away from the historic city center that forms a semi-circle around the Acropolis, and the area remained unusually devoid of pedestrians and motorists before Christmas.

In their absence, ancient monuments are a little easier to make out from a distance, fewer horns are sounding in traffic and homeless cats parked in front of cafes are a little less aloof. Greece so far has imposed two nationwide lockdowns since the start of the pandemic. 

The first, in the spring, kept the country's infection rates low. Authorities ordered the second in response to a rapid post-summer rise in reported cases and as of Christmas Eve has seen 4,4,57 confirmed virus-related deaths.

Goa chief minister Pramod Sawant has asked the people, who have arrived in the state from the UK in the wake of a mutated strain found in that country, to remain isolated for some period even if they test negative for .

He said the state government was monitoring the health of the UK returnees.

"Those who have arrived from the UK recently should get themselves tested. Even if they test negative in the RT-PCR test, they should remain in isolation and get themselves tested again," Sawant told reporters on Thursday night.

With 24,661 new patients being cured of the virus, the total number of recoveries surged to 97,17,834 on Friday, said the Union health ministry. With this, the national recovery rate was pushed to 95.8 percent.

Dry run for vaccine administration will be conducted in Andhra Pradesh, Assam, Gujarat and Punjab starting from next week, the government said.

India's caseload rose to 1,01,46,845 with 23,067 new infections being reported in a day, while recoveries have crossed the 97-lakh mark, said the Union health ministry.

The All India Institute of Medical Sciences (AIIMS) in New Delhi on Thursday invited volunteers for the Phase 3 clinical trial of the indigenously developed vaccine candidate ''Covaxin'' for which it is one of the sites.

A UK-returned man in Dwarka area in Delhi has been found positive for and his family has been quarantined while tracing of others who came in contact with him was underway, officials said on Thursday.

Earlier, another person who recently arrived from the UK had tested positive in south east Delhi on Wednesday.

The district authorities have deployed teams to contact those who have returned from the UK in the past four weeks and ensure that they undergo RTPCR tests if they show any symptoms, said a senior government official.

"The passenger who was found positive in Dwarka area of South West district came to India from UK on 19 December," he said.

The patient was shifted to the special facility at the LNJP hospital here where genome testing will be conducted to identify the strain of the virus, he said.

His family members have been quarantined and those persons who came in contact with him are being traced, the officer said.

The passengers who have returned to India from the UK - where a mutated, highly infectious strain of the has emerged since 25 November - are being contacted and tested by the district-level teams.

Total 85 persons in south west Delhi who returned from the UK in the past few weeks have to undergo RTPCR tests. Test analysis of 38 out of 52 who were tested was available, officials said.

In north east Delhi, all the nine persons who came back from the UK between 25 November and 21 December underwent RTPCR tests and were found negative.

In west Delhi, 55 such persons were tested and all were negative, they said.

Delhi health minister Satyendar Jain said on Wednesday that tracing and testing of all those who travelled to Delhi from the UK in the past two weeks will be ensured.

"Delhi government is aware, and all the people who have travelled from the UK to Delhi in the past two weeks will be traced, tested and advised quarantine," he had said in a statement.

The authorities have enhanced monitoring of the city's residents who returned in the past few weeks from the UK to prevent any violation of home isolation, Delhi government officials said on Wednesday.

Teams of health department and civil defence volunteers have been deployed at the district-level to keep watch on those persons who returned from the UK in the last two weeks and tested negative but have to undergo home isolation.

The government has set up a separate facility at the LNJP hospital for those passengers from UK who are found -positive in RTPCR tests conducted at IGI airport, for their treatment and genomic testing, officials said.

Besides, a five star hotel in Aerocity near the airport has been earmarked as a paid quarantine facility, while a Covid care centre in south Delhi will serve as a free institutional isolation facility for passengers from flights in which positive cases are detected, they said.

Those passengers who have returned from the UK in the past few weeks and have been found negative will undergo two weeks home isolation followed by another two weeks period under observation, officials said.
